    DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 19-04-2016 Featured

    01. ALLOCATION OF A LAND IN EXTENT OF 100 ACRES TO ESTABLISH A CATTLE SANCTUARY IN EMBILIPITIYA AREA (Document No - 06)

     

    The proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment, to provide a land in extent of 100 acres allotted out of the land of 200 acres in Kovul Ara village in Sevanagala Divisional Secretary Division in the Monaragala District, reserved for a grassland to establish a Cattle Sanctuary to Sri Bodhiraja Trust, Sri Bodhiraja Dharmayathanaya Embilipitiya which was established under the act no. 30 of 1993 for a long term tenancy of 30 years charging a nominal tax, was approved by the Cabinet of Ministers.

     

    02. COMPLETION OF STATE OF ART WARD COMPLEX IN CANCER INSTITUTE IN MAHARAGAMA (RASAVI PROJECT) (Document No - 12)

     

    Construction of a ward complex in Maharagama Cancer Hospital has been commenced with the financial assistance of Ahamed Tea Company in UK and government of Sri Lanka. The proposal made by Hon. Rajitha Senaratne, Minister of Health Nutrition and Indigenous Medicine, to accelerate its construction work by increasing the government contribution, was approved by the Cabinet of Ministers.

     

    03. REVERT BACK THE LAND "THENNANKURIYAWA WATTA" AT ANAMADUWA TO THE LAND REFORM COMMISSION (Document No - 17)

     

    The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to revert back the land "Thennankuriyawa Watta" of 9.6 hectares to the Land Reform Commission to be distributed among landless people in the area under the supervision of Anamaduwa Divisional Secretary, was approved by the Cabinet of Ministers.

     

    04. REGULARIZATION OF AFFAIRS IN LOCAL GOVERNMENT INSTITUTIONS WHICH THE TERM OF OFFICE HAS BEEN EXTENDED (Document No - 22)

     

    Terms of office of many Local Government Institutions have been extended with the powers vested by the Minister of Local Governments. A Committee comprising of the Deputy Secretary of the General Treasury, Secretary to the Ministry of Provincial Councils and Local Government and Chief Secretary to the Western Provincial Council was appointed to inquire the complaints made regarding irregularities caused in some Local Government Institutions and to make recommendations. The proposal made by Hon. Faizer Mustafa, Minister of Provincial Councils and Local Government, to take necessary steps according to the recommendations made by the said committee, was approved by the Cabinet of Ministers.

     

    05. AMENDMENT TO THE RABIES ORDINANCE AND DOG REGISTRATION ORDINANCE (Document No - 23)

     

    The proposal made by Hon. Faizer Mustafa, Minister of Provincial Councils and Local Government, to proceed with drafting a new bill amalgamating the above two ordinances to suit present-day needs as decided by the Cabinet of Ministers, was approved by the Cabinet of Ministers.

     

    The Cabinet of Ministers have also considered the difficulties occurred with stray dogs to the public and decided to inform the Ministry of Provincial Councils and Local Government and the Ministry of Health Nutrition and Indigenous Medicine to present proposals in this regard.

     

    06. HOSTING THE 16TH WORLD EXPORT DEVELOPMENT FORUM (WEDF) IN SRI LANKA – 12TH AND 13TH OCTOBER 2016 (Document No - 26)

     

    The World Export Development Forum is the annual flagship event of the International Trade Centre (ITC) which is a joint agency of the World Trade Organization and the United Nations. It is held with the participation of all stake holders related to trade in the world. It is proposed to hold the 16th WEDF under the theme "Trade for Success: Connect, Compete, Change" with the joint organization of ITC and Export Development Board Sri Lanka in Colombo on 12th and 13th October 2016. This will contribute in highlighting the country's openness to international business and path towards an improved business environment. The proposal made by Hon. Malik Samarawickrama, Minister of Development Strategies and International Trade, to enter into a Memorandum of Understanding between the ITC and Sri Lanka Export Development Board to host the WEDF forum 2016 by Sri Lanka with the financial contribution of the ITC, was approved by the Cabinet of Ministers.

     

    07. PROCUREMENT OF NEW TYRE SETS TO SLTB (Document No - 28)

     

    The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to award the above contract as recommended by the Cabinet Appointed Standing Procurement Committee, was approved by the Cabinet of Ministers. This will approximately cost Rs. 1,108 million.

     

    08. PURCHASING OF THE PROPOSED LAND AND CONSTRUCTION OF A BUILDING COMPLEX FOR THE FACULTY OF MEDICINE, WAYAMBA UNIVERSITY OF SRI LANKA (Document No - 29)

     

    Wayamba University of Sri Lanka which was established as a national university in 1991 is consisting of 4 faculties. It has been decided to establish a medical faculty in this university in connection with the rapidly developed Kurunegala National Hospital. The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to purchase a land, to construct required buildings and to provide infrastructures in this regard, was approved by the Cabinet of Ministers.

     

    09. SOUTHERN TRANSPORT DEVELOPMENT PROJECT – IMPLEMENTATION OF 03 NEW PROJECTS BY UTILIZATION OF BALANCE ALLOCATIONS OF THE CONTRACT FOR THE CONSTRUCTION OF SOUTHERN SECTION OF THE SOUTHERN EXPRESSWAY FROM PINNADUWA TO GODAGAMA (Document No - 30)

     

    The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to implement the projects of rehabilitation of 11 local roads, procuring of 04 police cars to be deployed in duties at the expressway and to rectify the slope failure at 114 km of the expressway using the balance allocations of Rs. 1.93 billion of the above said contract, was approved by the Cabinet of Ministers.

     

    10. CONSTRUCTION OF THE PROPOSED 17 STORIED BUILDING COMPLEX FOR THE FACULTY OF MEDICINE, UNIVERSITY OF COLOMBO (Document No - 31)

     

    The Cabinet of Ministers have granted the approval for construction of the above building in the year 2000, but has been paused due to various reasons. Pile foundation works for the construction have been commenced in 2014. The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to construct the aforesaid building at a cost of Rs. 5,688.5 million, was approved by the Cabinet of Ministers.

     

    11. CONSTRUCTION OF ACCOMMODATION BUILDING FOR SENIOR GAZETTED OFFICERS AT SPECIAL TASK FORCE CAMP IN MAHAOYA (Document No - 34)

     

    According to a proposal made by Hon. Sagala Ratnayake, Minister of Law and Order and Southern Development, the Cabinet of Ministers have decided to build a new building at a cost of Rs. 24.6 million instead of the existing 40 years old building for providing accommodation for various public officers and STF officers at the Mahaoya STF Camp in Ampara District and to obtain the required allocations from the midterm budgetary framework 2017-2019.

     

    12. CONSTRUCTION OF A NEW BUILDING WITH 03 STORIES TO ENHANCE ADMINISTRATION, ACCOMMODATION AND VEHICLE PARKING AT THE SPECIAL TASK FORCE HEADQUARTERS (Document No - 35)

     

    Ensuring the security of Very Important Persons, controlling illegal activities including riots, commotions and underworld affairs are the functions handled by the STF in safeguarding law and order. According to a proposal made by Hon. Sagala Ratnayake, Minister of Law and Order and Southern Development, the Cabinet of Ministers have decided to build the above building at a cost of Rs. 58.6 million and to obtain the required allocations from the midterm budgetary framework 2017-2019.

     

    13. CONSTRUCTION OF THE BUILDING NO. 51 AT KATUKURUNDA TRAINING SCHOOL OF SPECIAL TASK FORCE AS A THREE STORIED BUILDING (Document No - 36)

     

    Basic Paramilitary Training, training on VIP security, training on riots and commotions control, training on bomb disposal and skill enhancement training are conducted by this training school. According to a proposal made by Hon. Sagala Ratnayake, Minister of Law and Order and Southern Development, the Cabinet of Ministers have decided to build a new three storied building at a cost of Rs. 88.2 million instead of the existing building which is about 75 years old, that enables to provide accommodation for 300 trainees and to obtain the required allocations from the midterm budgetary framework 2017-2019.

     

    14. REVISION OF SALARIES OF PUBLIC CORPORATIONS, STATUTORY BOARDS AND FULLY OWNED GOVERNMENT COMPANIES - 2016 (Document No - 38)

     

    The PA Circular no. 03/2016 dated 25-02-2016 was issued as per a decision taken by the Cabinet of Ministers to add the special allowance and the interim allowance of Rs. 10,000/- to the basic salary of public servants in stages, and accordingly salaries of public servants have already been done. In line with the above step, the proposal made by Hon. Ravi Karunanayake, Minister of Finance, to issue the circular which is prepared according to the recommendations of the National Salaries and Cadres Commission to amend the basic salaries of employees of public corporations, statutory boards and fully owned government companies, was approved by the Cabinet of Ministers.

     

    15. IMPLEMENTATION OF RURAL INFRASTRUCTURE DEVELOPMENT PROGRAMME 2016 (Document No - 39)

     

    The annual national budget 2016 has proposed to allocate Rs. 1 million for each Grama Niladhari Division in the country to develop infrastructure which have been identified as urgent requirements by respective communities of the area to improve the quality of life and livelihood opportunities of the community. Relevant instructions to implement the projects have already been issued to all District Secretaries by the Ministry of National Policies and Economic Affairs. Therefore, 2 to 5 development programmes should be identified by a committee consisting of leaders of all community organizations for a Grama Niladhari Division and priority should be given to Community based Water Supply Projects, provision of drinking water, small scale electricity projects, construction and rehabilitation of rural roads, bridges, culverts, and foot bridges, canals, anicuts ponds and agro wells and other livelihood development projects. This programme is expected to be completed at 31 October 2016. Information on implementation of this programme has been presented to the Cabinet of Ministers by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs.
