    Decisions taken by the Cabinet at its Meeting held on 2014-10-30

    October 31, 2014

    01. Kurunegala Town Beautification Project 

    Kurunegala Town is being developed as the Main Urban Centre in the North Western Province. The Urban Development Authority (UDA) has already undertaken the beautification of the surrounding areas of’ the Kurunegala lake as one of the priority projects with a view to enhancing the aesthetic landscape of the town while providing recreational and leisure facilities for the public. The proposal made by I-I.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the related activities of the project at a total cost of Rs. 217.00 Million, was approved by the Cabinet.

    02. Re-Development of Public Fair at Anuradhapura

    Anuradhapura town is the main commercial and administrative town in the North Central Province. The Urban Development Authority (UDA) has prepared the Anuradhapura Town Development Plan and under this plan it is proposed to develop the Anuradhapura Public Fair in an extent of 1.19 Ha of land, which is owned by the Anuradhapura Municipal Council. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the project was approved by the Cabinet.

     

    03. “Nirogiee Lanka” National Health Programme 2014

    Cabinet observed that Rs. 157 Billion has been allocated by the Government to provide free health services to the public. The proposal made by Hon. Maithrlpala Sirisena, Minister of Health, to declare the period from 2014-12-01 to 2014-12-07 as the week for the “Nirogiee Lanka” National Health Programme 2014, and to conduct the programmes drawn up for the purpose, in association with the relevant Ministries, Government Institutions and Provincial Councils, was approved by the Cabinet.

     

    04. Purchase of a Land for Expansion of Development Activities of the. Wayamba University of Sri Lanka

    The Wayamba University consists of four Faculties and 16 departments of study. It is intended to gradually increase the intake of students for the Faculty of Business Studies and Finance as well as for the Faculty of Applied Science and it is planned to admit 100 students in 2016 under the recently introduced Technological subject stream under a separate Department of study. The proposal made by Hon. S.B. Dissanayake, Minister of Higher Education, to purchase the block of land situated at Kuliyapitiya, adjoining the University, for future development activities needed to the University, was approved by the Cabinet.

     

    05. Ratification of the “SAARC Agreement on Rapid Response to Natural Disasters”

    Cabinet approval has already been granted to sign the above Agreement. The proposal made by Hon. Mahinda Amaraweera, Minister of Disaster Management, to ratify the above Agreement at the next SAARC Summit in November 2014, was approved by the Cabinet.

     

    06. Strategic Cities Development Project - Consultancy Services for Design and Supervision of Augmentation and Rehabilitation of Kandy Municipal Water Supply Scheme

    one of the key development initiatives that has been identified in the Kandy City is the augmentation and rehabilitation of the Kandy Municipal Water Supply Scheme. The proposal made by H.E. the President in his capacity as the Minister of Defence and Urban Development, to award the consultancy services contract for design and construction supervision of the above, to the National Water Supply and Drainage Board, was approved by the Cabinet.

     

    07. Southern Road Connectivity Project - Expressway Connectivity Improvement Plan - Award of Contract for providing Consulting Services for Screening, Feasibility Study and Detailed Engineering Design of National Highways Linking the Expressway Network 

    The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping to award the above contract as recommended by the Cabinet Appointed Consultancy Procurement Committee (CACPC), was approved by the Cabinet.

     

    08. Supply, Installation and Commissioning of 4 Nos. Ship to Shore Container Handling Cranes (STC) and 12 Nos. of Rubber Tyred Gantry Cranes (RTG)

    The East Container Terminal (ECT) is the only terminal out of the three terminals planned under the Colombo Port Expansion Project, expected to be operated by the Sri Lanka Ports Authority (SLPA) in early 2015. The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to proceed with the related activities to facilitate the preliminary operation of the ECT, was approved by the Cabinet.

     

    09. Programme funded by the Local Banks for the rehabilitation of Highways through Domestic Contractors - the list of roads to be rehabilitated under Stage - 3 

    the Road Development Authority (TWA) has identified the roads to be taken up for rehabilitation under Stage - 3 of the programme, having a total length of 612.65 km. The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to proceed with the related activities as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

     

    10. Northern Expressway Project - contract Package 07 - Construction of Sections from Pothuhera to Rambukkana (14.0 1cm) on the link Expressway and 35 km on Package 04 including Interchanges at Pothuhera and Rambukkana

    the Government has given high priority for the construction of the portion of the Northern Expressway from Enderamulla to Galewela and the portion of the Link Expressway from Pothuhera to Galagedara. The proposal made by H.E, the President, in his capacity as the Minister of Highways, Ports and Shipping, to award the Contract Package 07 referred to above as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

     

    11. Implementation of Priority Water Supply Projects with funding secured from Local Banks - Award of Contract for the Kandeketiya Water Supply Project

    the Kandeketiya Water Supply Project covers 10 Grama Niladhari Divisions in the Kandeketiya Divisional Secretariat Division and the estimated number of connections of the project area is about 4000. The proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to award the above contract as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet.

     

    12. Award of Contract for the Wilgamuwa Water Supply Project with funding secured from Local Banks 

    the proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to award the above tender as recommended ‘by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

     

    13. Awarding 02 hostels for the Sri Lanka Institute of Higher Technology under the Project for Constructing 60 Hostels for University Students

    the proposal made by Hon. S.B. Dissanayaka. Minister of Higher Education, to award 02 hostels under the above project to the Higher Technology Institutes at Mattakkuliya and Dehiwala, was approved by the Cabinet.

     

    14. Establishment of the Model National Secondary School of the Sabaragamuwa Province in Ratnapura Town

    it has been proposed to establish a new National School within the Sabaragamuwa Province in a block of land close to the Ratnapura Town. The construction work is to be commenced in the third quarter of the year 2014 and completed within three years. The school will consist of ten parallel classes from Grade 6 to Grade 13. The proposal made by Hon. l3anclula Gunawardena, Minister of Education, to proceed with the related activities, was approved by the Cabinet.

     

    15. Establishment of Vessel Monitoring System (VMS) 

    it has been observed that new technology has to be incorporated for the sustainable management of the fisheries industry of this country and the implementation of the global concept of the Vessel Monitoring System (VMS) has become mandatory. The scope of the proposed VMS Project is to supply 3000 VMS transceivers to the Fishing Boats and equipment for the Fisheries Monitoring Centre to monitor the position of the Fishing Boats via Satellite and provide maintenance and support of the equipment, elements and software for a period of ten (10) years. The proposal made by Hon. Rajitha Senaratne, Minister of Fisheries and Aquatic Resource Development, to proceed with the related activities for the establishment of the Vessel Monitoring System as recommended by the Cabinet Appointed Procurement Committee (CAPC), was approved by the Cabinet.

     

    16. Implementation of Towns East of Colombo District Water Supply Project - Package Ill with Funding Secured from Local Banks 

    Cabinet approval has already been granted for the implementation of the above project pertaining to Homagama, Padukka and Seethawaka Divisional Secretariat Areas. The proposal made by H.E. the President, in his
    capacity as the Minister of Finance and Planning, for the National Water Supply and Drainage Board to enter into a loan agreement for the purpose with the relevant domestic bank, was approved by the Cabinet.

     

    17. Rs. 240 million (Japanese Yen 200 million) Grant for Provision of Japanese SME’s Products under Japanese Non Project Grant Aid 

    the Government of Japan has agreed to provide grant assistance under non-project grant aid amounting to Japanese Yen 200 million (approximately Rs.240 Million) in the fiscal year 2014/2015 for provision of Japanese SME’s products to uplift the health standards and sanitary conditions of the Sri Lankan citizens. Equipment to be procured under this scheme for the Ministry of Health will be distributed to the National Hospital, Teaching Hospitals, Province Hospitals, District Hospitals, Base Hospitals, and Primary Medical Care Units under the Ministry and the equipment to be procured for the Ministry of Water Supply and Drainage will be distributed to rural institutes under the Ministry, to develop ground water resources in drought affected areas. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to sign the Exchange of Notes for the purpose with the Government of Japan, was approved by the Cabinet.

     

    18. Ruwanpura Expressway Project - award of contract for providing Consultancy Services for carrying out feasibility studies, environmental impact assessment etc. 

    the proposed Ruwanpura Expressway commences from the Kahatuduwa Interchange of the Southern Expressway and ends at Pelmadulla (on the third kilometer of Pelrnadulla - Embilipitiya - Nonagama Road) and the total length of this Expressway is around 71 km. The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping to award the above contract as recommended by the Cabinet Appointed Consultancy Procurement Committee (CACPC), was approved by the Cabinet.

     

    19. Implementation of Integrated Road Investment Program - Tranche 2 

    the Government has planned to implement an investment programme to ensure rural road connectivity with rural hubs and the Asian Development Bank (ADB) has agreed to provide US $800 mn. in 6 tranches for the purpose and the Government investment for the total programme will be US $106 mn. This programme will connect rural hub Grarna Niladhari Divisions to the adjacent socio-economic centres in the Southern, Sabaragamuwa, Central, North Central and North Western Provinces and Kalutara District of the Western Province through 5 projects. The projects cover 2548 km. of rural access road including local authority and provincial roads and 118 km of national roads. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the activities relating to loan arrangements, was approved by the Cabinet.

     

    20. Projects of ‘Construction of Four Grid Substations and Related Transmission Line’ and ‘Green Power Development and Energy Efficiency Improvement Investment Program’ 

    it has been observed that power sector capacity has to be enhanced to cater to demand of the emerging economic activities. Accordingly, the Ceylon Electricity Board intends to
    implement the following 2 projects:

     

    *   Project of ‘Construction of Four Grid Substations and Related Transmission Line’ - it is expected to add 4 new sub-stations under thIs project in the central region at Nawalapitiya, Ragala, Wewalwatte and Maliboda at an estimated cost of Euro 38 mn. These 4 substations will add 220 MW of additional capacity to the National grid; and


    * Project of ‘Green Power Development and Energy Efficiency Improvement Investment Program’ - this programme will be implemented by the Government with financial assistance from the Asian Development Bank (ADB) and an Agency from France. A loan of Euro 22 mn. is to be provided to construct and rehabilitate 3 sub-stations at Kesbawa, Kalutara and Old Anuradhapura. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the activities relating to loan arrangements, was approved by the Cabinet.

     

    21. Technical Assistance of Euro 06 million from the Government of Federal Republic of Germany 

    Cabinet approval has already been granted to obtain grant assistance of Euro 04 mn. and Euro 5.5 mn. under the development assistance of the Government of Federal Republic of Germany for the completion of 2 development projects namely, Establishment of a Vocational Training Centre in the Northern Province and SME Sector Development Project in Sri Lanka. The German Government has agreed to provide further technical assistance of Euro 06 mn. for the completion of the present activities and for financing of additional activities of these prqjects. The proposal made by HE. the President, in his capacity as the Minister of Finance and Planning, to sign the Exchange of Notes for the purpose, was approved by the Cabinet.
