We should remove the barriers of cultural differences when improving the co-operation with in the region. In this aspect the Visual Media can make a great influence. Cultural exchange programmes among the member countries should be increased. I believe SAARC should pay more attention on this. Hon Minister expressed these idea participate 3rd SAARC Film Festival on 26th may 2013 at the SAARC Cultural Centre.
At the outset let me thank the organizer the SAARC cultural Center for inviting me as the Chief Guest of this 3rd SAARC Film Festival 2013. The Center has been successful in their endeavors by providing the Sri Lankan audience with an opportunity of enjoying high quality creations in this region. The primary objective of SAARC is to improve the Economical, Social and Cultural co-operation among the member countries.
Since its inception SAARC had implemented a number of programmes throughout the region to date, preserving the independence of member countries in the field of Economy, Politics, Social and Cultural. I believe each of these programs is as significant as the Head of State’s Meeting in achieving the targets of SAARC.
Accordingly we should take in to account that all institution such as SAARC Agricultural centre, Meteorology Research Center, Energy Centre, Development Fund, Information Center implement programmes to strengthen co-operation between member countries. It should be emphasized that out of the above, The SAARC Cultural Center is capable of implementing projects, with greater influence to the society. Why? As cinema is also a universal language such as Literature, Arts and Culture. It can conquer the linguistic barriers. I consider the SAARC Film Festival as an exceptional occasion in improving regional co-operation.
A film based on certain incident would educate the society, save people from negativity, create awareness, provide entertainment and act as a tool of society mobilization. Cinematographer is able to read the society as it is and can contemplate the society in a very smooth manner.
Further he would bring a series of complicated incidents to the audience in a very delicate way, and would enter their minds. Mostly he would strongly use the visuals in the camera lens with matching music rather than the spoken language. So anybody can enjoy cinema despite cultural limits and this is the reason why one should be more humanitarian in cinema.
In a high quality piece of creation, audience would embrace it despite national, religious or borderline differences and it should be the maximum effort of the inventor to produce a piece of work with high quality. South Asian region has been the base of such great creations and we have entertained them. They have been honored as universal piece of work.
At present Bollywood, Collywood and Teligu cinema industry are in a much developed state. They are simultaneously screened in a number of places in the world while they entertain an exceptional position in the world cinema industry.
Presently Indian cinema has achieved greater height and has become a profitable industries. The Bengali cinema also generates great creations as well as the Karachchi cinema. So it is pleasing that we Sri Lankans are getting an opportunity of viewing these gigantic pieces of cinematic work. I believe Sri Lankan audience would embrace those films with much interest.
By this film festival the public would get the opportunity to see the great quality movies of the region. Further those who are engaged in cinema industry would be able to identify various avenues of innovative techniques.
Food, clothing, language, customs and Social practices as well as sources of entertainment differ from country to country and society to society. We should respect the cultural differences.
Further we should remove the barriers of cultural differences when improving the co-operation with in the region. In this aspect the Visual Media can make a great influence. Cultural exchange programmes among the member countries should be increased. I believe SAARC should pay more attention on this. I wish SAARC Film Festival be a great success.
