Decisions taken by the Cabinet at its Meeting held on 14.02.2013

01.Allocation of a block of land at Bibile Town Centre to the Bibile Pradheshiya Sabha


The Cabinet decided to allocate a block of land at the Centre of Bibile Town belonging to the Urban Development Authority to Bibile Pradeshiya Sabha for the purpose of the development of the said land in keeping with the Bibile Town Development Plan. The proposal was submitted by H.E. President Mahinda Rajapaksa in his capacity as the Minister of Defence and Urban Development.

 

02.Sri Lanka’s participation at the World Expo Exposition 2015, Milan, Italy.


The next World Expo Exposition is scheduled to be held in Milan, Italy from 1st May to 31st October, 2015. The primary objective of this exposition is to highlight the economic, cultural and scientific achievements of a country and to share the knowledge and technology in all spheres gained by the country with rest of the world. The proposal made by Minister of Industry and Commerce Mr.Rishard Bathiudeen to proceed with the preliminary work relating to Sri Lanka’s participation at this Exposition was approved by the Cabinet.

 

03.Proposed Agreement between the European Community and the Government of the Democratic Socialist Republic of Sri Lanka on certain aspects of Air Services


Cabinet Ministers having observed that the European Union has informed that they have obtained the approval of their relevant authorities to ratify the above agreement and for the entry into force of the provisions of the Agreement, decided to grant approval to ratify the said Agreement.

 

04.Preparation of Legislation to Amend the Resettlement Authority Act, No. 9 of 2007


The proposal made by Minister of Resettlement Mr. Gunaratne Weerakoon to submit the draft Bill prepared by the Legal Draftsman to extend the validity period of the Resettlement Authority Act, No. 09 of 2007 for a further period of (03) three years beyond April 10, 2013 to Parliament was approved by the Cabinet.

 

05.Presentation of Regulation made by the Minister of Sports under Section 41 of the Sports Law, No. 25 of 1973


The proposal made by Minister of Sports Mr. Mahindananda Aluthgamage to submit the Gazette Extraordinary No. 1793/3 dated 2013-01-15 containing regulations made by him under the Sports Law, No. 25 of 1973, to Parliament for approval, was approved by the Cabinet.

 

06.Tender for supply of 44.5 Million locally manufactured Unsterile Latex Examination Gloves on Long Term Agreement (for year 2013-2014)


The proposal made by Minister of Health Mr. Maithripala Sirisena to award the above tender to the only responsive domestic bidder for a total cost of Rs. 199,293,873.00 as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

07.Construction of Buildings for the Faculty of Management and Finance, University of Ruhuna


The proposal made by Minister of Higher Education Mr. S.B.Dissanayake to award the above contract to the lowest evaluated bidder for a total cost of Rs. 231,706,515.46 as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet.

 

08.Construction of Eight Storied Building for the ‘Medical Education Resource Centre (MERC) of the Postgraduate Institute of Medicine (PGIM), University of Colombo


The proposal made by Minister of Higher Education Mr. S.B.Dissanayake for the construction of the above building to provide more accommodation, so as to increase the student intake by 30% for the Postgraduate Academic Programmes, with the view to overcome the shortage of specialists in various subject areas such as Microbiology, Pathology, Radiology and Psychiatry etc., and to commence the construction work in 2013 and complete the project within 2 years at a total cost of Rs. 169 Million, was approved by the Cabinet.

 

09.Construction of proposed Six Storied Building Complex for the Lecture Halls and Examination Halls (Stage II), University of Kelaniya


Stage I of the above project has been completed at a cost of Rs. 40 Million. The proposal made by Minister of Higher Education Mr. S.B.Dissanayake to award the construction work of Stage II of the project to the lowest evaluated bidder recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet.

 

10.Construction of proposed Building (Stage II) for the Department of Computer Science and Computer Unit of Faculty of Science, University of Ruhuna.


Stage I of the above project has already been completed at a cost of Rs. 63 Million. The proposal made by Minister of Higher Education Mr. S.B.Dissanayake to award the construction work of Stage II of the project to the lowest evaluated bidder for a sum of Rs. 179, 463,752.94 as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC) was approved by the Cabinet

 

11.A Credit of United States Dollars 200 million from the International Development Association (IDA) of World Bank for the Second Health Sector Development Programme


The Ministry of Health, in consultation with the Provincial Health Authorities and other stakeholders, has formulated a National Health Development Plan for the period from 2013 to 2017 in line with the Development Policy Framework of the Government and the Health Sector Master Plan. The International Development Association (IDA) of the World Bank has agreed to provide financial assistance of US$ 200 million equivalent of Special Drawing Rights (SDR) for this programme which covers the following:
•Malnutrition
•Prevention and control of non-communicable diseases
•Maternal and child health and prevention and control of communicable diseases
•Health system improvement

The proposal made by H.E.President Mahinda Rajapaksa in his capacity as the Minister of Finance and Planning to proceed with the loan arrangement was approved by the Cabinet.

 

12.Reinforcement of the planning and operational sectors for efficient development


The proposal made by H.E.President Mahinda Rajapaksa in his capacity as the Minister of Finance and Planning to reinforce the existing organizational structure and human resources in order to plan and direct the proposed National, District, Divisional and Rural Development Programmes, with the view to completing same within the estimated costs and scheduled time frames; and to reinforce the planning and operational sector of Ministries and District Secretaries for effective and efficient planning, operation and monitoring of development activities, was approved by the Cabinet.

 

13.Project for Construction and Rehabilitation of 25 Bridges of the National Road Network


The Kuwait Fund for Arabic Economic Development has agreed to provide loan assistance in a sum of Kuwait Dinar 10 million (approximately US$ 36 million) for implementation of the construction and rehabilitation of 25 bridges on the National Road Network. This includes, 09 bridges in the Western Province, 03 bridges in the Southern, 05bridges in the North Western Province, 04 bridges in the Sabaragamuwa Province, 03 bridges in the Northern Province, and 01 bridge in the Eastern Province. The proposal made by H.E.President Mahinda Rajapaksa in his capacity as the Minister of Finance and Planning to proceed with the loan arrangement was approved by the Cabinet.

 

14.Purchase of the Building for the Sri Lanka Embassy in Oman


It has been observed that nearly 75,000 Sri Lankan migrant workers are employed in Oman at present. The proposal made by the Minister of Foreign Employment Promotion and Welfare, to purchase the building occupied by the Sri Lanka Embassy in Oman, was approved by the Cabinet. (niz)
