1.Initiating 05 housing projects named Siyane Uyana at Yakkala, Pathana Watta at Hanthana, Stage II of Jaithara at Homagama, Patbana at Bandarawela and Kalugala Land at Pallekele under Janasevana National Housing and Settlement Development Programme, with local investors - on the proposal made by Hon. Wirnal Weerawansa, Minister of Construction, Engineering Services, Housing and Common Amenities, Cabinet approval was granted to implement the above Housing Projects for the benefit of Public Officers as follows, under the Janasevana National Housing and Settlement Development Programme, with the participation of domestic investors:
* Siyane Uyana, Yakkala - proposed No. of houses - 12
* Hanthana Pathana Watta, Kandy - proposed No. of houses 103
* Jalthara Stage II, Homagama - proposed No. of houses - 135
* Pathana Land, Bandarawela - proposed No. of houses - 16
* Kalugala Land, Pallekele - proposed No. of houses – 21
2.Recommendation of the Supreme Court to allow a 4" attempt to sit the G.C.E. (A/L) Examination for the affected students due to Z-Score issue in 2011 (A/L) Examination - the following joint proposals submitted by Hon. S.B. Dissanayake, Minister of Higher Education and Hon. Bandula Gunawardena, Minister of Education, in keeping with the Supreme Court determination, were approved by the Cabinet.
(i) to allow students who sat for the G.C.E. (A/L) Examination for the Yd and final time in the year 2011, to sit as the 4' and final attempt for the G.C.E. (A/L) Examination in 2013 under the syllabus for which the students wish to sit (New Syllabus or Old Syllabus) for the purpose of University admission, only for the academic year 2013/2014;
(ii) to allow students who could have sat for the G.C.E. (A/L) Examination for the 3rd and final time, but who did not get the opportunity to sit for the said examination in 2012, to sit as the final attempt for the G.C.E. (A/L) Examination 2013 under the Syllabus for which the students wish to sit (New Syllabus or Old Syllabus) for the purpose of University admission; and
(iii) to allow students who sat for the O.C.E. (A/L) Examination for the 4th and final time in the year 2012, to sit as the 4' and final attempt for the G.C.E. (AIL) Examination in 2013 under the syllabus for which the students wish to sit (New Syllabus or Old Syllabus) for the purpose of University admission, only for the academic year 20 13/2014).
3.Hatharallyadda Town Development Programme - Construction of Multi Purpose Rail – the proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to construct a multi-purpose hail in an identified block of land under the Hatharaliyadda Town Development Programme and to entrust the work to the Central Engineering Consultancy Bureau (CECB) at a cost oI Rs. 170 million, was approved by the Cabinet,
4.Greater Colombo Waste Water Management Project Funded by Asian Development Bank - Award of Contract for Rehabilitation of Sea outfalls - the government has received a loan of US$ 116.63 million from the Asian Development Bank (ADB) for the rehabilitation of the above sewerage system. It is intended to utilize a part of the proceeds of the loan towards the cost of rehabilitation of Muttwal North-sea Outfall and Weflawatta South-sea Outfall, The proposal made by Hon. A.L.M. Athaullab, Minister of Local Government and Provincial Councils, to award the above contract for a total cost of US$ 15,983,657.39, as recommended by the Cabinet Appointed Procurement Committee (CAPC), was approved by the Cabinet,
5.Construction of the Official Residence and the Staff Quarters, Sri Lanka High Commission in London - Cabinet approval has already been granted to design and construct a new building for the purpose, to the Central Engineering Consultancy Bureau (CECB). The proposal made by Hon. (Prof.) G.L. Peiris, Minister of External Affairs, to revise the total cost estimate of the project to Rs.881,463,040.26, to incorporate several additional architectural features on the advice of the Consultant Architect in the United Kingdom, such as increased floor areas, various planning requirements of the Westminster Council, Geological conditions at the site etc., was approved by the Cabinet.
6.Improvement of the road sections from 33.50 to 44.00 km and from 57.00 to 59,00 km on Naula - Elahara - Laggala - Pallegama - Hettipola Road (B 312) and the road section from 20.00 to 45.00 km on Hasalaka - Handungamuwa Road (B 484) with financial assistance from Hatton National Bank PLC under Rehabilitation of Priority Roads with financial assistance from Local Banks - the proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to authorize the Road Development
Authority to enter into a loan agreement with the Hatton National Bank PLC to borrow a loan of Rs.3,223,3 10,0331- for the above project, was approved by the Cabinet.
7.Credit Agreement with Hatton National Bank PLC to finance the Construction of 210 Steel Bridges in Sri Lanka - the proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to enter into a loan agreement with the Hatton National Bank to borrow US Dollars equivalent to Sterling Pounds 6,779,243 for the above project, was approved by the Cabinet.
8.Implementation of Budget Proposals - 2013 - Prohibition of outright transfer of property to foreigners - taking into consideration the increasing demand for foreign investments with the expansion of development activities of the Government, Cabinet approval was granted to make regulations under State Land Ordinance and to introduce amendments to the Notaries Ordinance and Registration of Document Ordinance, for the implementation of the following pertaining to State / Private lands in Sri Lanka:
introduction of provisions to prohibit foreigners from purchasing absolute ownership of State / Private lands in Sri Lanka.
to lease out such lands on long term lease basis without affecting the economic development activities of the country.
the prohibition shall not be applicable for purchasing of lands for foreign Embassies I High Commissions in Sri Lanka.
The above proposals were submitted by Hon, W.D.J. Seneviratna, Minister of Public Administration and Home Affairs and Hon. Janaka Bandara Tennakoon, Minister of Lands and Land Development.
