DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 26.09.2017 Featured

01.    Memorandum of understanding between Sri Lanka and Australian for fighting against transnational crimes (Document No – 07)  


The proposal made by H.E the President Maithripala Sirisena, as the minister of Defence, to sign the above Mou between the two countries for preventing transnational crimes including human trafficking, was approved by the Cabinet of Ministers.

 

02.    Obtaining additional funds for completing Mahamodara Maternity Hospital, Galle (Document No – 09)  

 

Government of Germany has agreed to provide supplementary loans up to 13 million Euros for the development activities of the above hospital and the proposal made by the Hon. Prime Minister Ranil Wickremasinghe, as the Minister of National Policies and Economic Affairs to hold negotiations and toe enter into an agreement with the KFW Bank of Germany in this regard was approved by the Cabinet of Ministers.

 


03.    Short term measures for unprotected level crossings (Document No – 10)  

 

The government plans to install a proper protective system for all unprotected level crossings, As a short time measure Gate Keepers are deployed by the Police Department paying a monthly allowance of Rs. 7,500/- Three gate keepers are deployed in a level crossing. As this allowance is insufficient, a considerable number of Gate Keepers have vacated their posts. As a solution to this situation the proposal made by the Transport and Civil Aviation Minister Nimal Siripala de Silva to deploy a definite member of Samurdhi Beneficiary families, paying a monthly allowance of Rs. 22,500/-, was approved by the Cabinet of Ministers.

 

 

04.    Improvement of railway operations and providing information on trains to public through introducing GPS technology (Document No – 13)

 

The proposal made by the Transport and Civil Aviation Minister Nimal Siripala de Silva, to obtain the relevant operating system to an amount of LKR 31.8 million, for improving railway operations, Connecting Colombo, Anuradhapura and Nawalapitiya control rooms, was approved by the cabinet of Ministers.

 


05.     Providing space for the Ministry of Foreign Affairs (Document No – 15)  


The proposal made by the Foreign Affairs Minister Tilak Marapana, to renovate the adjacent building used by Civil Security Department, through CECB for providing additional space of 30,000 Square feet, was approved by the Cabinet of Ministers.

 

 

06. Continuous payment of House Rent Allowance for householder whose houses were damaged due to floods and landslides in May 2017 (Document No – 17)  

 


Above allowance of Rs. 7,500/- was paid to such families until they are being resettled and the proposal made by the Disaster Management Minister Anura Priyadarshana Yapa, to pay this allowance for further 03 months for 3,584 families, was approved by the Cabinet of Ministers.

 

07.     Establishment of permanent offices of National Building Research Bureau in land slide prone districts (Document No – 18)


The proposal made by the Disaster Management Minister Anura Priyadarshana Yapa, to establish two permanent offices with modern laboratory facilities in selected districts for expanding their services with the increasing risk of landslides, was approved by the Cabinet of Ministers.

 


 08.     Establishment of a Modern National Science Centre (Document No – 19)  


   
The proposal made by the Science, Technology and Research Minister Susil Premajayantha, to construct a National Science Centre according to international standards, at a cost of LKR 2,550 million, in the provided land in Technological City in Mahenawatta, Pitipana, Homagama for providing knowledge basically to schoolchildren was approved by the Cabinet of Ministers.

 

 

9.     Cooperation with European Organization for Nuclear Research (Document No – 20)  


Sri Lanka has entered in to an agreement in this regard in May 2017. Accordingly, the proposal made by the Science, Technology and Research Minister Susil Premajayantha to allocate funds of LKR 250.45 million for next 05 years for further cooperation in this regard was approved by the Cabinet of Ministers.

 

 

10.     Science and Technology for Society Forum 2018 (Document No – 21)  


STS forum was successfully held for the first time in 2016 and it has been proposed to held the forum again in 2018 with about 1000 participants. Accordingly, the proposal made by the Science, Technology and Research Minister Susil Premajayantha, to hold the STS Forum – 2018 for the second time in Colombo in October 2018, was approved by the Cabinet of Ministers.

 

 

11 – 12 – 13- 14.     Proposals made by the Minister of Health (Document No – 22, 23, 24, 25)  

 

Following proposals made by the Health, Nutrition and Indigenous Medicine Minister (Dr.) Rajitha Senarathna, were approved by the Cabinet of Ministers.


i.    Improvement of Canter Treatment Unit of Karapitiya Hospital

-    The Colors of Courage Trust Charity Organization has agreed to contribute in this regard for funding LKR 2,000 million of cost. An MoU to be signed between the Ministry and the said charity organization.

ii.    Construction of a Cardiac Catheterization Lab in Badulla Provincial General Hospital (Document No – 23)

-    Establish the above lab with the assistance of JICA at a cost of LKR 698 million.

iii.    Relocating Anuradhapura Regional Office, Sales Center, and Drugs purchasing Centre of the Sri Lanka Ayurvedic Drugs Corporation in the same building.

iv.    Development of Hospitals in Sabaragamuwa Province at a cost of LKR 1,547 million.

 


15.     Construction of a new building complex for District Secretariat, Gampaha (Document – 28)


The proposal made by the Home Affairs Minister Wajira Abeywardhana to construct a seven storied building at a cost of LKR 2,960 million for Gampaha District Secretariat, was approved by the Cabinet of Ministers.

 

 

16.     Increase of allocations for festivals organized by the Department of Cultural Affairs such as state award festivals (Document No – 30)  


The proposal made by the Internal Affairs Minister S. B. Navinna to increase the current allocations of LKR 55 million to LKR 100 million for improving the quality of above festivals was approved by the Cabinet of Ministers.

 

 

17.     Allocation of Land lots in Industrial Estates for establishing industries (Document No – 32)  


The proposal made by Industry and Commerce Minister Rishad Bathiudeen to provide land plots on lease basis to establish 26 projects, in regional industrial estates, was approved by the Cabinet of Ministers.

 

 

18.     Allocation of a land to construct Ratnapura Academic Centre of the Open University of Sri Lanka (Document No – 33)

 


The proposal made by the Megapolis and Western Development Minister Patali Champika Ranawaka to provide a land of 01 acre and 02 roods, owned by UDA to OUSL as a free grant, on the above purpose, was approved by the Cabinet of Ministers.

 

 

19.     Development of a recreational coast from Dehiwala to Kollupitiya (Document No – 34)  


The proposal made by Megapolis and Western Development Minister Patali Champika Ranawaka, to implement the above project with additional purposes of reducing soil erosion and providing space for additional railway lines, was approved by the Cabinet of Ministers.

 

 

20.     New projects proposed to be implemented in 2018 for development of Coconut field (Document No – 38) 

 

The coconut cultivation and its related fields help in gaining a huge income for the country hence, the proposal made by the Plantation Industries Minister Navin Dissanayaka, to implement new projects for the development of this field, was approved by the Cabinet of Ministers.

 

21.     Utilization of abandoned paddy fields for Solar Power Generation (Document No – 40)

 
The proposal made by the Power and Renewable Energy Minister Ranjith Siyambalapitiya, to use such paddy fields with the consent of Commissioner General of Agrarian Development and other authorities, for solar power generation projects of 1 MW, was approved by the Cabinet of Ministers.

 

 

22 - 23. Proposals made by Minister of Agriculture (Document No – 42, 43)  


Following proposals made by the Agriculture Minister Duminda Dissanayake, were approved by the Cabinet of Ministers.


i.    Implement of proper insurance scheme as proposal by budget 2017.
ii.    Development of infrastructure related to minor irrigations.

 


24.     Amendment of Code of Criminal Procedure (Special Provisions) Act No. 2 of 2013 for protecting rights of detainees (Document No – 46) 


The proposal made by the Justice and Foreign Employment Minister, Thalatha Athukorala, to publish the above bill in Gazette and present in parliament for approval, was approved by the Cabinet of Ministers.

 

 

25.     Increase the daily refreshment allowance of trainee teachers in National Education Colleges (Document No – 52)  


The proposal made by Education Minister Akila Viraj Kariyawasam, to increase the above allowance from Rs. 3,500/- to 5,000/- and to provide it for the whole training period of Three years, was approved by the Cabinet of Ministers.

 

 

26.     Establishment of two new National Schools in Wariyapola Town, Kurunegala (Document No – 53)  


The above proposal made by the Education Minister for facilitating more students in grade 01, was approved by the cabinet and it was also decided that there should be a national policy on establishing national schools.

 

 

27.     Amendment of Pradeshiya Sabha Act no 15 of 1987 for welfare of estate community (Document No – 54)  


The proposal made by the Provincial Council and Local Government Minister Faizer Musthapa, to publish the above bill in gazette and present in parliament for approval, was approved by the Cabinet of Ministers.

 

 

28 - 29. Proposal made by the Minister of Sports (Document No – 55 - 56)  


Following proposals made by the Sports Minister Dayasiri Jayasekara, were approved by the Cabinet of Ministers.


i.    Construction of a Human Performance Lab and purchase high tech equipment for its use.
ii.    Completion of National Sports Museum – Phase 2 of the new building to be opened in December 2017.

 


30.     Resettlement of illegal residents in hospital land for development of Kandy General Hospital (Document No – 59)

 
The joint proposal made by Ministers of Special Assignments, Social Empowerment, welfare and Kandyan Heritage, Health, Nutrition and Indigenous Medicine, Housing and Construction, and Development Strategies and International Trade, to build a flat to resettle above residents, was approved by the Cabinet of Ministers.

 

 

31.     Obtaining consultancy services for constructing bridges and railway lines from Maradana Station to Maligawatta (Document No – 61)

 
The proposal made by Transport and Civil Aviation Minister Nimal Siripala de Silva to obtain above services from Road Development Authority was approved by the Cabinet of Ministers.

 


32 - 33. Award of contracts by the Ministry of Higher Education & Highways (Document No – 63 - 64)  


The following proposals made by Minister Lakshman Kiriella, to award contracts for following work, were approved by the Cabinet of Ministers.
i.    Improvement of Kaduwela – Athurugiriya Road and Walgama – Athurugiriya Road.
ii.    Contract for construction of a new bridge across Kelani River.

 

 

34 - 35.  Proposals by the Health Ministry   


The following proposals made by Minister Rajitha Senarathna to award following contracts were approved by the Cabinet of Ministers.
i.    Construction of Nursing Faculty – to State Engineering Corporation and
ii.    Establishment of an Ayurvedic Research Hospital on non communicable diseases in Nindavur in Ampara District – to CECB.

 


36.     Construction of a Hostel, Canteen and a workshop for University of Vocational Technology (Document No – 68)  


The proposal made by the Skills Development and Vocational Training Minister Chandima Weerakkody, to contract on obtaining consultancy services, to CECB, was approved by the Cabinet of Ministers.

 


37.     Proposals by Power and Renewable Energy Ministry (Document No – 71 - 72)  


The proposals made by Minister Ranjith Siyambalapitiya to award following contracts, was approved by the Cabinet of Ministers.


i.    Construction of roads, culverts and street lamps in Victoria Estate in Norchcholai, Puttalam.
ii.    Supply and distribution of aerial conductors.

 

 

39.     Construction of Gas Filling Factory of Litro Gas Lanka Company Hambantota (Document No – 73)  


The proposal made by Public Enterprise Development Minister Kabir Hashim, to award the above contract as recommended by SCAPC was approved by the Cabinet of Ministers.

 

 

40.     Construction of Police Housing and Cafeteria Building Mirihana, Nugegoda (Document No – 74)  


The proposal made by Housing and Construction Minister Sajith Premadasa to award the above contract as recommended by the SCAPC was approved by the Cabinet of Ministers.

 

 

41.     Trainings for veterinarians at a University in Belarus (Document No – 83)  


The proposal made by Rural Economic Affairs Minister P. Harison, to enter into an agreement with the relevant university on the above purpose, was approved by the Cabinet of Ministers.

 

 

42.     Stage four of Combined Read Investment Program (Document No – 84)  


The proposal made by Hon. Prime Minister of the Minister of National Policies and Economic Affairs, to authorize the Ministry of Finance and Mass Media, to hold negotiations in obtaining USD 150 million from ADB, and enter into relevant loan agreements was approved by the Cabinet of Ministers.

 

 

43 - 44. Proposal by the Minister of Provincial Council and Local Government (Document No – 86, 89)

 
Following proposals made by Minister Fizer Musthapa, were approved by the Cabinet of Ministers.
i.    Recalling of nominations for Puthukuduirippu and Muhudubadapattu Pradeshiya Sabha.
-    to publish in gazette and present in parliament the bill prepared in this regard.
ii.    Appoint a committee of officials to look in to shortages of delimitation.

 

45.     National Food Production Battle  


The National food production Program was destructed to a certain extent with bad weather conditions in previous seasons. Hence, above new program has been introduced to refresh the proram in Maha season 2017 – 2018.

 

H.E, the president Maithripala Sirisena, has informed the cabinet on the circular issued by the Presidential Secretary to hold various programs by related parties from 06th – 12th October 2017, to mark its first week.
