  1. Construction of a new building for the Jaffna District office of the elections Commission (Document No 6)

Proponent – H.E. the President Maithripala Sirisena

Description – It was decided to construct a four storied building of 18,425 square feet on the above propose and to allocate LKR 97.7 million. Presently the office is located in a limited space at the Jaffna District secretariat.

 

  1. Obtaining people's cooperation for protecting forest in the dry Zone (Document No 10)

Proponent - H.E. the president Maithripala Sirisena as the minister of Mahaweli Development and Environment

Description – It was decided to implement Sri Lanka Community Forest Management Programme to protect Forests while Increasing economic states of theirs surrounding communities. This will give economic benefits to more than 20000 persons and will conserve an area of 30 hectares of forest. Hence, above project will be implemented within 2018 -2020 at a cost of LKR 261.06 million.

 

  1. Continuation of “ 1990 Suwaseriya” Ambulance service (Document No 12)

 

Proponent – Hon. Prime Minister Ranil Wickremesinghe

Description - this service which is conducted in western and southern province is to be expended to other 7 provinces by establishing 1990 Suwaseriya Foundation by and parliament act. Until the foundation is established it was decided to extend the present agreement between GVK EMRI Lanka (PVT) LTD and the Ministry of Health Nutrition and Indigenous Medicine for the Continuation of this service.

 

  1. Establishment of an employment training Centre in Tourism field at Nilaweli Aria Trincomalee (Document No 14)

 

Proponent – Hon. Prime Minister Ranil Wickramasinghe as the Minister of National Policies and Economic Affairs

Description - it was decided to transfer a land of 200 Acres Owned by Tourism Development Authority to the Ministry of National policies and Economic Affairs for implementing the above Project.

 

  1. Development of Peradeniya Royal Botanical Garden

 (Document No 15)

Proponent – Sustainable Development and Wild Life Minister Gamini Jayawickrama Perera

Description – this Botanical Garden Located in 147 Acres has above 3500 spices of trees and is visited by about 1.6 million local and foreign tourists. It was decided to implement above project within next 5 year and to provide LKR 385 million of funds in this regard.

 

  1. Making relief to people affected by acquisition of lands for the project of constructing a new railway line from Kurunegala to Dambulla via Habarana. (Document No. – 17)

Proponent      - Transport & Civil Aviation Minister Nimal Siripala De Silva

Description   - It was decided to adopt the special compensation payment method used for large scale projects to expedite the project.

 

  1. Hydrological study – Kalmunai Main Planning Project (Document No. 24)

 

Proponent      - City Planning Water Supply Minister Rauff Hakeem

Description   - It was decided to sign a MOU with M/S Hydro Informatics Institute Pvt. Ltd., to obtain its Corporation for above study.

 

  1. Payment of compensation for Lands affected by Landslide in Meethotamulla Waste Dump.(Document No. 25)

Proponent - Disaster Management Minister Anura Priyadarshana Yapa

Description   - 110 Land owners have been identified in the vulnerable area marked by National Building Research Organization and it was decided to pay compensation equivalent to assessed value of the properties.

 

  1. Establishment of Technical Incubators in five districts (Document No. 27)

Proponent -    Science, Technology and Research Minister Susil Premajayantha

Description   - Budget 2017 proposed to establish a fund for expedite innovations as it was decided to allocate relevant funds to Sri Lanka Innovator's Commission to implement above project.

 

  1. Acquiring skills on Nano–satellite technology and space engineering (Document No. 28)

Proponent -    Science, Technology and Research Minister Susil Premajayantha

Description   -A Cooperation Research Agreement is to be signed between KYUTECH Institute of Japan and Arthur C. Clerk Institute on Modern Technology on the participation of two engineers of ACCIMT for a programme on above matter.

 

  1. Prescribe minimum qualifications for medical education .(Document No. 29)

Proponent -    Health, Nutrition and Indigenes Minister (Dr.) Rajitha Senarathne

 Description        -Relevant parties have agreed to prescribe the Minimum Qualification as Two credit passes and one simple pass in GCE AL exam in one sitting for subjects Chemistry, Physics and Biology. It was decided to publish above matter in gazette as regulations under Medical Ordnance.

 

  1. MOUs among member countries of Indian Ocean Rim Association
     on promotion of small and Medium Scale Enterprises. (Document 31)

Proponent      -           Industry and Commerce Minister Rishad Bathiudeen

Description      -        Above agreement was decided to be signed by an authorized Officer of the Industry and Commerce Ministry on behalf of Sri Lanka.                                

 

  1. Set up of a method to ensure healthiness and security of textile and garment products ( Document No 32)

Proponent                        - Industry and Commerce Minister Rishad Bathiudeen

       Description                    -It was decided to make it compulsory to obtain a health care certificate for above products and to prescribe standards of child wears with the cooperation of Sri Lanka standards and to implement this programme through Consumer Affairs Authority.  

 

  1. Provision of transportation infrastructure to Colombo Port City - Construction of underground Sea road extension (Document 36)

Description         -    It was decided to enter in to an agreement with port City Project Company for implementing the above project as a public private partnership.

 

  1. Payment of compensation for lands acquired for development of George Rajapaksa Stadium Weeraketiya (Document No. 38)

                                    Ranawaka

                              Description                   -It was decided to allocate funds of LKR 19.5 million for payment of compensation to a land extent of 0.3288 hectares acquired for the above project. 

 

  1. Obtaining permission to construct new farms to cultivate prawns in Puttalam District (Document 39)

Proponent      - Fisheries & Aquatic Resources Development Minister Mahinda Amaraweera

   Description                 -  It was decided to grant permission to do high intensive farming under strict supervision for the promotion of prawn farming.

 

  1. Establishment of joint ventures in fisheries harbours and anchorages under fisheries harbours village program (Document No-40)

Proponent – Fisheries & Aquatic Resources Development Minister Mahinda Amaraweera

Description – It was decided to implement several projects in Dikovita, Matara, Galle, Kodbe and Oluvil fisheries harbours.

 

  1. Promotion of Sri Lanka Tea in People’s Republic of China (Document No – 42)

Proponent - Plantation Industries Minister Navin Dissanayake

Description - It was decided to prepare a proper Programme in this regard and to enter into an agreement for holding Tea auctions in China.

 

  1. Improvement of performance of state plantation companies (Document No – 51)

Proponent – Public Enterprise Development Minister Kabir Hashim

Description – A program on above purpose will be implemented in Janatha Estate Development Board Sri Lanka State plantation Corporation, Elkaduwa Plantation Limited, Galoya Plantations Ltd and Sri Lanka Cashew Corporation. 

 

  1. Obtaining an optional Land from Kundasale, Kandy for Nila Sewana housing project (Document No – 53)

Proponent – Public administration Minister Ranjith Maddumabandara

Development Strategies & international Trade Minister Malik Samarawickrama

Description – It was decided to change the location of the above project as it was located near a meditation Centre.

 

  1. Development of Kankasanturai Harbours (Document- 54)

Proponent – Ports & Shipping Minister Mahinda Samarasinghe.

Description - It was decided to transfer a Land at 50 acres owned by Sri Lanka Cement Corporation to Sri Lanka ports Authority for above developments.

 

  1. Improvement of milk production network in Jaffna District (Document No - 57)

Proponent – Prison Reforms, Rehabilitation, Resettlement and Hindu Religions Affairs Minister D.M. Swaminathan

                                                                                                                                               

Description – It was decided to provide required equipment to milk processing factory of Jaffna District Cooperate Society at a cost of LKR 59.8 million to cater the daily milk requirement of 5,000 L in Jaffna area.

 

  1. Obtaining Specialist Consultation for restructuring Sri Lanka Police. (Document No - 59 )

 

Proponent – Law and Order and Southern Development Minister Sagala Ratnayake

Description – It was decided to obtain the service of Sir High Orde a British national with an experience of restructuring the Police Service to make Sri Lanka Police Service a proud profession based on principles of good governance.

 

  1. Award Contract of supplying an Information & communication Technology System for No. 6 & 7 buildings of Akuregoda Army Headquarters Complex (Document No -68)

Proponent – President Maithripala Sirisena as the Minister of Defence

Awarded to – M/s. VS information (PVT) Ltd

Cost – LKR 372.06 Million

 

  1. Provision of Uniforms and other clothing material required for three Armed forces, Civil Security Department and National Cadet Corps for year 2017 (Document No - 69)

Proponent - President Maithripala Sirisena as the Minister of Defence

Description – As per the recommendations of Domestic Textile Allocation Committee it was decided to purchase above material from domestic textile Manufacturers at a cost of LKR 1,887.8 Million.

 

  1. Calling for bids for Constructing an Airport Hotel. (Document No - 71)

Proponent – Transport & civil Aviation Minister Nimal Siripala de Silva

Description – It was decided to call for bids to select a suitable investor to build and maintain a 2 – star hotel in a land already allocated on the above purpose.

 

  1. Improvement of Passenger Operation capacity of Passenger terminal of Bandaranaike International Airport – (Document No - 72)

Proponent- Transport & civil Aviation Minister Nimal Siripala de Silva

Description – Steps have already been taken to improve passenger capacity to 15 million per year by the year 2022, and as an interim measure cabinet decided to make a temporary pre-stressed passenger terminal by the end of 2018 which can facilitate 400 passengers per hour.

 

  1. Management of warehouse complexes which are being built in Polonnaruwa, Kilinochchi and Ratnapura Districts (Document No - 74)

Proponent – Finance and Mass Media Minister Mangala Samaraweera

Description – It was decided to assign the management of above warehouses to regional Development bank that has previous experience in this regard.

 

  1. Award of contract For Purchase of required goods for construction of 4 grid substations in Nawalapitiya, Ragala, Wewalwatta and Maliboda (Document No 75)

Proponent- Power and Renewable Energy Minister Ranjith Siyambalapitiya

Description- Purchasing is done separately for Lot A and Lot B as follows.

Lot  A - M/S Stamens Ltd- LKR 297.2 Million

Lot  B - M/S Ceylex Engineering (pvt) Ltd LKR 122.9 Million

 

  1. Purchase of two pilot boats For Sri Lanka Ports Authority (Document No 77)

Proponent –Ports and shipping Minister Mahinda Samarasinghe

Description – Funds of LKR 500 Million have been allocated and it was decided of Purchase them through international competitive Bidding.

 

  1. Introduction of electronic Procurement Method to Public Procurement System of Sri Lanka (Document No - 78)

Proponent – Finance & Mass Media Minister Mangala Samaraweera

Description – It was decided to introduce Procurement method to Sri Lanka as per the recommendations of working group appointed in this regard.

 

  1. Report of the committee of officials appointed by the Cabinet memorandum dated 03.10.2017 on the topic 'procurement of vehicles for Public Institutions' (Document No- 82)

Cabinet has approved the implementation of below recommendation of the above report.

  1. Purchase vehicles for political authorities such as Ministers, State Ministers and Deputy Ministers. 
  2. For senior public officials –  under financial leasing method
  • For vehicles with high usage and more maintenance   / continue operating leasing method
  1. Implementation of regular method on the productive use of vehicles in public institutions by the Comptroller general of the general treasury
  2. Chief accounting officer of the relevant Ministry is responsible to limit one vehicle to a certain officer received by any approval.
  3. Disposal of vehicles older than 10 years considering their high maintenance cost for giving priority on the use of hybrid vehicles.

 

  1. Expedite reestablishment of the seven storied building in Negombo District General Hospital – (Document No - 88)

Proponent – Health, Nutrition and Indigenous Medicine Minister Rajitha Senaratne

Description – It was decided to obtain the service of Sri Lanka Army on the above purpose as Construction work assigned to state Development And construction Corporation in 2015 are Progressing slowly.

 

  1. Lease of port properties and common facilities for commencement of operations of Hambantota Port. (Document No - 90)

Proponent - Ports and Shipping Minister Mahinda Samarasinghe

Description – Agreements were signed with Hambantota International port Group (Pvt) Ltd and Hambantota International port Services (Pvt) Ltd on the above matter and it was decided to instruct relevant institutions to implement these agreements.

 

  1. Strike launched by several groups of employees of Sri Lanka Railways Department.

Cabinet had long discussion about difficulties faced by public due to the railway strike and decided to appoint the following Cabinet Committee Chaired by Special Assignments Minister (Dr) Sarath Amunugama, and a Committee of officials to assist the Cabinet Committee for negotiating with Railway Trade unions and make recommendations to solve their issues.
