2. Widening and Enhancing Day Care Facilities for Children. (Document No.08)

The combined proposal made by Hon. Prime Minister Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic affairs and Hon. Chandrani Bandara, Minister of Women and Children Affairs, to take necessary steps to conduct Vocational Trainings (NVQ), encourage youth to follow such courses and provide soft loan facilities, and introduce a loan scheme up to Rs. 02 Million in order to establish Day Care Centres.

3. Implementation and Promotion of “Enterprise Sri Lanka” Interest Subsidy Loan Scheme (Document No.16)

With the intention of creating public awareness on this project and guiding entrepreneurs to achieve International market, Government intends to organize an exhibition under the theme of “VISION 2025”, combining with other development programs and covering all the province. This will be held once in three months and considered as a National Promotion Program. Accordingly Cabinet of Ministers approved the proposal made by Hon. Minister Mangala Samraweera to establish a Secretariat in Ministry of Finance and Mass Media to coordinate above activities.

4. Become a member of the Conference on Interaction and Confidence-Building Measures in Asia (Document No.17)

Currently 26 countries including India, China, Russia are members of this conference, established in 1992 and Sri Lanka has been performing as a Observer State. Present President China has invited to get full time membership and the proposal made by Thilak Marapana, Minister of Foreign Affairs was approved by the cabinet of Ministers.

5. Supply of the latest Medical Equipments (Document No.21 )

With the intention of early detection and prevention of deceases, a project has been proposed to purchase and install a 3 Tesla MRI scanning machine at Maharagama National Cancer Hospital and Gamma Knife Package and PET/CT Machines at Kandy Hospital. Cabinet of Ministers approved the proposal made by Hon. Rajitha Senevirathna, Minister of Health Nutrition and Indigenous Medicine to call a detailed proposal from Odelga Med. G.m.b.H. in Austria and to discuss with Unicredit Bank in Austria for providing funds for this purpose.

6. Make the “Subject Health” compulsory in GCE (O/L) examination (Document No.22)

Considering the proposal submitted by the Committee of Experts on Educational Reforms, Cabinet of Ministers approved the proposal made Hon. Rajitha Senevirathna, Minister of Health Nutrition and Indigenous Medicine to make the “Subject Health” compulsory in GCE (O/L) examination. The proposal will be implemented subject to the approval of National Education Commission.

7. Submission of the progress of Coconut Leaf Wilt Decease Preventing Project in Weligama (Document No.25)

It was approved to implement this program from 2018-2020 and land owners is paid Rs.3000/- for one coconut tree removed from the land. Hon. Naveen DIssanayaka , Minister of Plantation Industries informed the cabinet of ministers that 832 coconut trees had been removed in the first quarter of 2018 and there are 819 trees identified to be removed from the plantations.

8. Development Activities of project office of the Central Cultural Fund simultaneously to “Pibidemu Polonnaruwa” Program (Document No.28)

Cabinet of Ministers approved the proposal of Dr. WIjayadasa Rajapaksha , Minister of Higher education and Cultural affairs to construct a two storied building consist of 22 stalls, in order to re-establish the shops to be removed due to the developing Colombo Batticaloa Main Road.

9. Implementation of Event Management Guide in order to protect children from any violence (Document No.36)

Department of Probation and Childcare has prepared a “Event Management Guide to protect children from any violence” to introduce the principals of Child Rights. Accordingly, the proposal of Hon. Chandrani Bandara, Hon Minister of Women and Children Affairs, to execute this Guidelines as National Guidelines and to implement, monitor and supervise these guidelines through all the respective officers.

10. Sri Lanka’s approach to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personal Mines and on their Destruction (Ottawa Convention) (Document No.37)

Cabinet has granted its Approval enter into Ottawa Convention and the proposal of Hon.Thalatha Atukorala, Minister of Justice and Prison Reforms to advice the Legal Draftsman to drat legislations enabling the provisions of this convention in Sri Lanka, was also approved by the Cabinet of Ministers.

11. Providing a Packet of milk for School Children (Document No.38)

The program of providing milk packets to students of grade 1-5 and Special Education Units in selected schools, has been implementing since 2013. Under this program government provides 150 ml packet of milk with Rs.30/- Market value manufactured by Milco Pvt.Ltd. Considering the importance of this program, Cabinet of ministers approved the proposal put forward by Hon. Akila VIraj Kariyawasam, Minister of Education to continuously execute this program of irrespective of increased Market price.

12. Establishment of National Centre for Creating E-Learning Resources for teaching through computers (Document No.40)

It is planned by the Ministry of Education to formalize the applying Information Technology in Schools. Under this program, it has been proposed to provide computers and accessories to all regional computer resources Centers, to construct two Provincial IT Educational Centers associated with Addalachchena and Nilwala National Colleges of Education, and to establish a National Level software and Computer application Design Center at Narangallawaththa, Kurunegala. Cabinet of Ministers approved the proposal made by Hon. Akila Viraj Kariyawasam, Minister of Education to take necessary steps to raise funds worth USD 56.9 from Economic Development Cooperative Fund and Abu Dhabi Fund through Korean Import Export Bank, in order to implement this project.

13. Preparation of Master Plan for Hambanthota District (Document No.41)

It has been planned to establish Sri Lanka – China Supplies and Industries Zone in three stages, in Hambanthota and Monaragala Districts through China Harbour Engineering Corporation. Further, it has been proposed simultaneous urban development in Hambanthota area. Accordingly cabinet of Ministers approved the proposal made by Hon. Sagala Rathnayake, Minister of Youth Affairs, Project Management and Southern Development to appoint an Institution of Consultancy services for this purpose, to provide facilities and establish a Project Management Unit for coordinating the project.

14. Memorandum of Understanding on Cooperation in the field of digitalisation, between Sri Lanka and Finland (Document No.43)

Cabinet of Ministers approved the proposal made by Hon. Harin Fernando, Minister of Telecommunication, Digital Infrastructure and Foreign Employment to sign the above Memorandum of understanding , during the official visit of Finland Deputy Minister of Economic affairs and Employment from 10th to 13th June 2018. This MOU specially covers the fields of Cyber Protection, E-state systems, Digital Services and Internet connections with essential communication systems.

15. Introducing a New Act to Stake Sri Lankan Labour Force a part of the Economy

Department of Labour has implemented 61 Acts in relation with employees up to now and about 27 of those are being still executed. Since there are some anomalies among those, it has been experienced some controversy at execution. Therefore, it is planned to prepare one Act regarding employment without prejudice of existing Employee rights.

Cabinet of Ministers approved the proposal of Hon. Ravindra Samaraweera, Mnister of Labour and Trade Union Relations to introduce a new Act instead of Shop and Office employees Act, Wedges Board Ordinance, Women, young persons and Children Employment Act, and Maternity Benefits Ordinance, without prejudice of existing rights.

16. Purchasing 500 buses for Sri Lanka Transport Board (Document No.48)

According to the running timetable of Sri Lanka Transport Board, 7257 buses are needed to accomplish the passenger service properly. However now only 6000 buses have been running and 1560 of this amount is more than 15 years old. Therefore Cabinet of Ministers approved the Proposal of Hon. Nimal Siripala De Silva, Minister of Transport and Civil Aviation to purchase 400 buses with 50-54 high back seats for urban service and 100 buses with 32-35 seats for rural service.

17. Purchasing of Surgical Gloves (Document No.52)

Cabinet of ministers approved the proposal of Dr. Rajitha Senanayake , Hon. Minister of Health, Nutrition and Indigenous Medicine to provide the contract of supplying 31,041,000 pairs of sterilized Surgical Gloves (In different sizes) to Sisil Project Consortium (Pvt.) Ltd for Rs. 1,199.9 Mn, upon the recommendation of cabinet appointed standing procurement committee.

18. Purchasing of Medical Gloves(Document No.53)

Cabinet of ministers approved the proposal of Dr. Rajitha Senanayake , Hon. Minister of Health, Nutrition and Indigenous Medicine to provide the contract of supplying 79,430,000 pairs of unsterilized Medical Gloves (In different sizes) to Sisil Project Consortium (Pvt.) Ltd for Rs. 448.3 Mn, upon the recommendation of cabinet appointed standing procurement committee.

19. Implementing the Development project Plan associated with Beira Lake and Conservation of banks (Document No.55)

Urban Development Authority has planned to develop the land adjoining to the Beira Lake whilst improving the quality of environment and beauty of the city. Accordingly it has been identified the necessity of enhancing the infrastructure facilities and Construction of a linear park around Beira lake. Therefore Hon. Champika Ranawaka, Minister of Western Development and Megapolis proposed to develop the banks of Beria Lake prior executing the development activities above. Cabinet of Ministers approved the Proposal.

20. Purchasing of Container Wagons and Container Boxes to transport Solid Wastage from Kelaniya to Aruwalkkalu. (Document No.56)

Already Cabinet of Ministers has granted approval to build a Solid Wastage Sanitary Landfill in Aruwakkalu Areas. Accordingly, Cabinet of Ministers approved the proposal of Hon. Champika Ranawaka, Minister of Western Development and Megapolis to initiate the procurement process to purchase 34 container wagons and 94 container boxes in order to transport solid wastage gathered in some selected urban areas in Colombo.

21. Construction of Buildings for the use of Electricity Board (Document No.41)

It has been proposed to build 8 housing schemes with all facilities and a hostel building consist of 24 rooms for the use of Engineers in Lakwijaya Power Station in Puttalam. Accordingly the proposal of Hon. Ranjith Siyambalapitiya, Minister of Electricity and Renewable Energy, to award this contract to M/s Stuart Engineering Pvt. Ltd upon the recommendation of Procurement Appeal Board,
