Decisions taken by the Cabinet of Ministers at its meeting held on 04.09.2018 Featured

1. Reconstruction of Sri Lank Maha Viharaya in Nepal    (Document No.  09)
The cabinet of ministers approved the proposal presented by Hon. Gamini Jayawickrama Perera, Minister of Buddhashasana for the provision of funds to complete necessary reconstructions of Sri Lanka Maha Viharaya at Nepal with the intention of developing the same as a Buddhist temple which illustrate the Theravada Buddism perfectly.
2. Introducing Prepaid cards to be used for Buses and Trains (Document No.11)
It has been planned to modernize public transport service and to introduce an Electronic Payment System using a prepaid card system . Accordingly the cabinet of Ministers approved the proposal presented by Nimal Siripala de Silve, Minister of Civil Aviation and Transport to facilitate the implementation of  Standard Public Card Framework Project.
3. Establishment of an Industrial Zone for Small Scale Entrepreneurs.  (Document No.18)
It has been proposed to develop small scale industries of the area, using the 100 Acre Land where the Kankasanthurai Cement Factory was located. Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Rishad Bathiudeen, Minister of Industry and Commerce to develop the aforesaid land as  a industrial zone for small scale entrepreneurs providing all the infrastructure facilities under Rs.998 million investment.
   
4. Tharapuram Co-operative Village Program in Mannar District   (Document No.21)
The Cabinet of Ministers has approved the  development programs under the Tharapuram Co-Operative Village Program in Mannar District. The Cabinet of Ministers approved the proposal presented by Hon. Rishad Bathiudeen, Minister of Industry and Commerce for the construction of a Convention Centre using the allocated provisions as the next phase of multipurpose building. 
5. Amendments to the Companies Act No. 07 of 2007 (Document No.22)
The Government’s Attention is drawn to amend the Companies Act No.07 of 2007, considering the current trends and needs. Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Rishad Bathiudeen, Minister of Industry and Commerce to gazette the reforms to section 5,9 and10 of this Act, enabling the Registrar to announce the general public regarding an Incorporation of a New Company and to command a company to change the name of the company.
6. Building Facilities for the Nuwara Eliya Regional Office of the Small Tea Estate Development Authority  (Document No.25)
The Cabinet of Ministers approved the proposal presented by Hon. Naween Dissanayake, Minister of Plantation Industry, to reconstruct an old building located in 0.0452 Hectare land in Kothmale New Town and  establish the Nuwara Eliya Regional office of the Small Tea Estate Development Authority there in and to allocate financial provisions for this.  
7. Amendments to Tea Research Board Act No 52 of 1993 (Document No 27)
The cabinet of Ministers has approved to amend Tea Research Board Act. No.52 of 1993. Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Naween Dissanayake, Minister of Plantation Industry, to gazette the bill prepared including all the relevant reforms and consequently submit to the parliament.  
8. Supplying drinking water to the Jaffna Peninsula (Document No.30)
The cabinet of Ministers approved the proposal presented by Hon. Duminda Dissanayake, Minister of Irrigation and Water Resources to implement the proposed drinking water project with Rs.2000 million investments, using the water resource in Wadamarachchi Lagoon, as recommended by the Feasibility Study. 
9. Reduce landslide risk by disaster mitigation measures (Document No. 36)
It has been planned to implement a project to reduce land slide risk by early recognition of the Places where landslides could occur and unstable slopes in hill country.  Accordingly the cabinet of Ministers approved the proposal presented by Hon.Duminda Dissanayake Minister of Irrigation and Water Resources to implement this project with USD 104 million investment and  to secure funds from Asian Infrastructure Investment Bank.
10. Amendments to Conventions Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act No 1 of 2008 (Document No 36)
The Cabinet of Ministers approved the proposal presented by Hon.Ranjith Madduma Bandara, Minister of  Public Administration, Management and Law and Order to amend the Conventions Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act No 1 of 2008, in order to establish a legal system to face international and local challenges successfully. 
11. Memorandum of Understanding regarding the establishment of South Asian Intellectual information exchange and coordination centre to prevent Organized Crime. . (Document No. 37)
It has been proposed to establish the coordination centre of the Strengthen Drug Law Enforcement Capacities in South Asia Project, in Sri Lanka. this project is implemented by the South Asian Regional Office of the United Nations Office on Drug and Crime. Accordingly the Cabinet of Ministers approved the proposal presented by Hon.Ranjith Madduma Bandara, Minister of  Public Administration, Management and Law and Order, to enter in to a Memorandum of Understanding between India, Nepal, Maldives, Bangladesh, Bhutan, and Sri Lanka, as the member countries of this project.
12. Introducing  a system to standardize Geographical Names. (Document No 38)
The Cabinet of Ministers approved the proposal presented by Hon. Gayantha Karunathilaka, Minister of  Lands and Parliament Reforms to write the Geographical Names in Sinhala language using Romanization Method and to propose this method to United Nations Standardizing  conference as the accepted Romanization Method for Sinhalese Language. 
13. Project for recovering the persons found guilty of Narcotic offences  (Document No 41)
A pilot project is being implemented in North Western Province recovering the persons found guilty for narcotic offences and directing them for self employment. Considering the success of this project the cabinet of ministers approved the proposal presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to secure funds to implement this project in North Western, South, Sabaragamuwa and Eastern Provinces from 2019.

14. Promotion of Tourism  (Document No. 50)
The Government has planned a Global Level Tourism Development Project and accordingly the Cabinet of Ministers approved the proposal presented by, Hon. John Amaratunga, Minister of Tourism Development and Christian Cultural Affairs to perform these tourism promotion programs by the Ministry of Tourism Development and Christian Religious Affairs, in accordance with the recommendations of respective committees. 
15. Digital Advertising  Programs to Promote Tourism  (Document No 51)
 The cabinet of Ministers approved the proposal presented by Hon.John Amarathunga, Minister of Tourism Development and Christian Cultural Affairs, to award the contract of implementing Digital Advertising Programs in India and China respectively to Havas Media India Private Ltd. and Ionic Media Institution, upon the recommendations of cabinet appointed standing procurement committee and procurement appeal board.
16. Supply and Distribution of New Tires for Sri Lanka Transport Board( Document No. 52)
The Cabinet of Ministers approved the proposal presented by Hon. Nimal Siripala De Silva, Minister of Transport and Civil Aviation to award the contract of purchasing Tires  for Sri Lanka Transport Board to Ceat Kelani International Tyres Private Ltd.  for Rs.1,124.14 million.
17. Establishment of Standing Negotiation Committees appointed by the Cabinet of Ministers to expedite the implementation of Projects (Document No. 53)
The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance and Mass Media to appoint Senior officers ( the secretaries to Government Ministries, Additional Secretaries, Chief Financial Officers,) for the Standing Negotiation Committees in order to expedite the Procurement Decision Making to accelerate Development and other projects implemented by the Government.
18. Water Supply Project Meerigama. (Document No.55)
M/s China Aero Technology International Engineering Corporation has conducted a Feasibility Study  and furnished a project proposal for the proposed Meerigama Water Supply Project. The Cabinet of Ministers approved the combined proposal presented by Prime Minister. Ranil Wicramasinghe in his capacity as the Minister of National Policies and Economic Affairs and Hon.Rauff Hakeem, Minister of City Planning and Water Supply to appoint a committee to assess the said proposal.
19. Housing Project with 450 house units at Siril C. Perera Mawatha, Bloumendhal Rd. (Document No.60)
The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to award the contract of construction of Housing Project with 450 house units at Siril C. Perera Mawatha, Bloumendhal Rd, to Access Engineering Company for Rs. 2,737.35 million upon the recommendation of Cabinet Appointed Standing Procurement Committee. 
20. Procurement of Fertiliser (Document No.61)
The proposal made by Hon. Mahinda Amaraweera the Minister of Agriculture to purchase 38,000 MT of Urea (Granular) at the rate of USD 309.60 per MT from Liven Agrichem Pvt Ltd and  20000 MT of Muriate of Potash at a rate of USD 329.50 per MT and 7500 MT of Triple Supper Phosphate at a rate of USD 317.25  per MT from Agri COmodities and Finance, required by the Ceylon Fertilizer Company LTd. and Colombo Commercial Limited for the Month of October, as recommended by the Standing Cabinet Appointed Procurement Committee , was approved  by the Cabinet of Ministers.
21. . Taking Over the Dr. Nevil Fernado Hospital by Sri Lanka Air Force (Document No.67) 
22. Approximately 900 students of SAITAM students were absorbed to the Sir John Kothalawala Defence  University.  The Cabinet of Ministers approved  by the HE. The Presiden Maithreepala SIrisena, in his capacity as the Minister of  Defence to appoint a committee to consider and negotiate the proposal to take over Dr. Nevil Fernado Hospital to Sri Lanka Air Force.
