    1.Promotion of National Kidney Fund for treatment, Prevention and welfare
    (Document No. 06)

    The Cabinet of Ministers approved the proposal presented by HE. President Maitheepala Sirisena appoint a supervisory Committee chaired by the secretary to the President and to provide funds from president fund to expedite the activities of National Kidney Fund

    2.Project to Strengthen Regional Development Bank (Document No.12)

    The Cabinet of Ministers approved the proposal presented by Hon, Harsha de Silva Acting Minister of National Policies and Economic Affairs to hold Loan Agreement Negotiation Discussions and enter into loan agreement with Asian Development Bank for Regional Development Bank Strengthening Project.

    3.Funds for Agriculture development Project adapting to climate changes (Document No.13) Cabinet of Ministers approved the proposal presented by Hon Prime minister Ranil Wickramasinghe, in his capacity as the Minister of National Policies and Economic Development to hold negotiation Discussions and enter into agreements to obtain USD million 125 fund from UDA of World Bank for the project above mentioned.

    4.Financial Support to strengthen local government authorities and Develop Provincial Infrastructure Facilities (Document No.14)

    Cabinet of Ministers approved the proposal presented by Hon Prime minister Ranil Wickramasinghe, in his capacity as the Minister of National Policies and Economic Development to hold negotiation Discussions and enter into agreements to obtain USD million 70 fund from UDA of World Bank to implement above project covering 134 local government authorities in Northern, Eastern and North eastern provinces.

    5.Establishment of Internaiona Buddhist Organization (Document No.16)

    Cabinet of Ministers approved the proposal presented by Hon. Gamini Jayawickrama Perera, Minister of Buddhasasana to prepare bills to establish proposed Inernational Buddhistt Organization

    6.Development of Palali Airprot (Document No.17)

    Cabinet of Ministers approved the combined proposal presented by Prime MInister Ranil wickramasinghe in his capacity as the Minister of National Policies and Economic Development and Hon John Amaratunge, Minister of Transport and Civil Aviation, to develop Palali Airport using Rs. 1,965 million investment, to operate inland Commercial flights.

    7.Bill for National Financial Management Act (Document No.20)

    The Cabinet of Ministers approved the proposal presented by Hon.Mangala Samaraweera, Minister of Finance and Media to prepare bill for the National Financial Investment Act including the recommendations of committee of experts.

    8.Agreement between Sri Lanka and Saudi Arabia to avoid Double Taxation and Failure to pay taxes on income (Document No.21)

    The cabinet of Ministers approved the proposal presented by Hon.Mangala Samaraweerea, Minister of Finance and Mass Media to enter in to an agreement with the Government of Saudi Arabia to avoid Double Taxation and Failure to pay taxes on income.

    9.Agreement between Sri Lanka and Belarus Republic (Document No.23)

    The Cabinet of Ministers approved the proposal presented by Hon. Sarath Amunugama, Minister of Science and Technology, Research, Skills Development & vocational Training and Upcountry Heritage, to sign a Memorandum of Understanding with Belarus Republic to strengthen science and technological Corporation between the two Countries.

    10.Memorandum of understanding between Professional Technological University of Sri Lanka and Seashells Technological Institution (Document No.24)

    The Cabinet of Ministers approved the proposal presented by Hon, Dr. Sarath Amunugama, Minister of Science and Technology, Research, Skills Development & vocational Training and Upcountry Heritage, regarding the Memorandum of understanding between Professional Technological University of Sri Lanka and Seashells Technological Institution.

    11.Compensation for Lands acquired to construct Reskuru Reservoir in Demodara (Document No.26)

    The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem Minister of City Planning and Water Supply to pay Rs. 61.37 Million as compensation for acquired lands in Ella and Haliela Divisional Secretariat.

     

    12.Introduce Home Dialysis System for Kidney Patients (Document No.28)

    The Cabinet of Ministers Approved the Proposal Presented by Hon. Faisal Kasim , Acting Minister of Health, Nutrition and Indigenous Medicine to implement the proposal regarding Home Dialysis considering the recommendations of Cabinet Sub Committee.

     

    13.Develop the Excisting Analog X- Ray System in Government Hospitals towards Digital
    System (Document No.31)

    The Cabinet of Ministers Approved the proposal presented by Dr. Rajitha Senarathma Minister of Health, Nutrition and Indigenous Medicine to get a Digital X-ray
    Investigation System using the funds provided by FINEXPO Financial Supporting System.

    14.Sand Dune Removal at Oluvil Harbour. (Document No. 32)

    The Cabinet of Ministers considered the facts presented by Hon.Mahinda Samarasinghe , Minister of Ports and Shipping regarding the sand dune removal at Oluvil Harbor.

    15.New Building Complex for District Secretariat Anuradhapura (Document No.33)

    The Cabinet of Ministers approved the proposal presented by Hon.Wajira Abeywardena Minister of Home Affairs to construct 7 story building for District Secretariat, Anuradhapura with Rs.1,731.3 million investment .

    16.Development of Sanitary facilities in Katharagama Sacred City (Document No.36) The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka , Minister of Megapolis and Western Development, to construct sanitary systems in Katharagama & Kebiliththa.

    17.Extension of road from Polduwa Subway from Suhurupaya to Kanaththa Road. (Document No.09)

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka Minister of Megapolis and Western Development to secure funds (Rs. 328.63 million) to complete the phase II of this Priject.

    18.Enhance the Food Preservation (Document No.38)

    The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera, Minister of Agriculture to establish Sustainable Agriculture centre combining the Regional Agriculture Research and Development Centre Makandura and Centre of Excellance for Organic Agriculture.

    19.Enhance the quality of seeds and Planting Materials (Document No.40)

    The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera, Minister of Agriculture to secure funds in order to provide further infrastructure facilities for Seeds Laboratory implemented under the Ministry of Agriculture.

     

    20.Establishment of National Level Analytical laboratory (Document No.41)

    The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera, Minister of Agriculture to establish a National Level Analytical Laboratory with Rs.286 million Investments.

    21.Renovation of Seed and Planting Material Supply System in the Department of Agriculture (Document No.42)

    The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera, Minister of Agriculture to secure funds under the medium term budget framework to provide necessary facilities for Seed farms maintained by the Department.

    22.Exhibition , Summit and Awarding Ceremony on Agricultural Renovation (Document No.43)

    The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera, Minister of Agriculture to conduct an Exhibition , Summit and Awarding Ceremony on Agricultural Renovation at Bandaranayake Memorial International Conference Hall from 11th to 16th December 2018.

    23.Geological Investigations for Engineer plans regarding Kelani River Flood Protection Wall ( Document No 49)

    The Cabinet of Ministers approved the proposal presented by Hon. Dumimda Dissanayake Minister of Irrigation, Water Resources and Disaster Management, to carry out this research through the National Building Research Institution.

    24.Reconstruction of Kudawilachchiya and Dematagala Lakes (Document No.50)

    The Cabinet of Ministers approved the proposal presented by Hon. Dumimda Dissanayake Minister of Irrigation, Water Resources and Disaster Management, to reconstruct Kudawilachchiya and Dematagala Lakes.

    25.Science and Technology Human Resource Development Project (Document No.51) The Cabinet of Ministers approved the proposal presented by Dr. Wijedasa Rajapaksha, Minister of Higher Education and Cultural Affairs to secure funds (Rs. 26,400 million) for
    development and improvement of physical and Human Resources in Kelaniya, Sabaragamuwa , Rajarata and Sri Jayawardhanapura Universities during 2018-2023 .

     

    26.Implement Fisheries infrastructure Facilities and Aquaculture Development, the development outputs of Northern Provincial Sustainable Fishery development project (Document No.52)

    The Cabinet of Ministers approved the proposal presented by HonWijith Wijayamuni Soysa, Minister of Fisheries, aquatic resources Development and Rural Economy, to set up a Project implemented Unit – PIU for this puopose.

     

    27.Purchasing a Chillers Machine for the Central Air Condition System of Supreme Court Building.(Document No.62)

    The Cabinet of Ministers approved the Proposal presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to secure funds (Rs. 50 million) to purchase a Chillers Machine.

    28.Presentation of the Extraordinary Gazette included Banned Drug List, to the Parliament (Document No.65)

    The Cabinet of Ministers approved the proposal presented by Hon. Faisal Musthapa, Minister of Provincial Council , Local Government and Sports to present the Extraordinary Gazette No. 2083/32 to the parliament.

    29.Expansion of the Facilities of Vocational Training Centre, Anamaduwa (Document No.71)

    The Cabinet of Minister approved the proposal presented by Hon.Sagala Rathnayake, Minister of Youth Affairs, Project Management and Southern Development , to allocate Rs 100 Million for above purpose.

    30.Establishing a Tamil Medium National School in Kelaniya Educational Zone (Document No.73)

    The Cabinet of Ministers approved the proposal of Hon. Mano Ganeshan, Minister of National Integration, Reconciliation and Official Languages to establish a Tamil Medium Hindu National School by the name of Arun Manikkawasagam Hindu Vidyalaya in Kelaniya Educational Zone.

    31.Road Development projects in Northern and Eastern Provinces(Document No.80)

    The Cabinet of Ministers Approved the proposal presented by Prime Minister Ranil Wickramasinghe in his capacity as the Minister of National Policies and Economic Development to get done 5 road rehabilitation and improvement projects by recognized road development companies.

    32.Procurement of Oil and Lubricant Oil for Sri Lanka Transport Board Buses (Document No.82)

    The Cabinet of Ministers approved the proposal presented by Hon. Nimal Siripala De Silva, Minister of Transport and Civil Aviation to award procurement contract of oil and lubricant oil for Sri Lanka Transport Board buses to M/s Lanka JOC PLC, M/s Cheveron Lubricant Lanka PLC and M/s McLarens Lubricants Ltd.
    33.Road Facilities parallel to Matara – Beliatta railay (Document No 83)
    The Cabinet of Ministers approved the proposal presented by Hon. Nimal Siripala De Silva, Minister of Transport and Civil Aviation to construct 54 roads parallel to Matara – Beliatta Railway (Total Distance 12.98) under the supervision of Road Development Authority.

    34.Contracts for the constructions under Gampaha, Minuwangoda, Attanagalla combined Water Supply Project (Document No.88)

    Contract of this water supply project has been awarded to M/s China Machinery Engineering Corporation (CMEC). Another 08 constructions are being planned to award as sub contracts. The cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem Minister of City Planning and Water Supply to award one of these sub contracts, Attanagalla Main Distribution Line devices and pipeline laying project to M/s Sierra Constructions Ltd and KDA Weerasinghe CO. (Pvt.)Ltd combined business upon the recommendation of Cabinet Appointed Standing Procurement Committee.

    35.Develop Base Hospital Panadura and provide Medical Instruments (Document No.90) The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathna, Minister of Health, Nutrition and Indigenous Medicine to award the contract of supplying Medical Instruments and developing the Base Hospial Panadura to M/s GITEC IFIP Consultant GmbH for USD. 106.4 million.

    36.Improving NAVIS Terminal Management System used in Jaya and Samagi Container Yards in Sri Lanka Ports Authority

    The Cabinet of Ministers approved the Proposal Presented by Hon. Mahinda Samarasinghe, Minister of Ports and Shipping to award the contract of improving NAVIS Terminal Management System to Access NAVIS Joint Venture under the recommendation of cabinet appointed standing procurement committee.

    37.Improvement 4 Km of Pitipana – Thalagala road from Pitipan Junction to Dampe Road Data Centre

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to award above contract to M/s Finite Lanka (Pvt) Ltd.

    38.Purchase of Deep Sea Sand Dredging Machine ( Document No: 94)

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to purchase Deep Sea sand dredging machine was approved by the cabinet of Ministers.

    39.Enhance the Storage Capacity of Paddy Marketing Board (Document No.95)

    It has been planned to construct two new Stores in Beliatta sn Meegahajadura area and repair 39 existing Paddy stores in order to store 2018 Yala Season Harvest. The Cabinet of Ministers approved the proposal presented by Hon. Mahinda Amaraweera, Minister of Agriculture to select Contractors, Engineering Consultancy services, and Work under Supervision of central engineering consultancy bureau.

    40.Develop Infrastructure Facilities of Kelaniya, Sri Jayawardhanpura and Sabaragamuwa Universities. (Document No. 96)

    The Cabinet of Ministers approved the proposal presented by Dr.Wijyadasa Rajapaksha, Minister of Higher Education and Cultural Affairs to improve facilities of the National University System through construction of Four Story Hostel Building for Kelaniya University, 3 stories of 6 story multipurpose building at Sri Jayawardhanapura University and Agriculture Faculty Building Complex for Sri Lanka Sabaragamuwa University.

    41.Contract for the piling works of Sri Jayawardhanapura Nursing Faculty Construction. (Document No.103)
    The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of Housing and Constructions to award the contract of 02 piling packages to Nawaloka Piling Private Ltd, for Rs. 124.8 million and Rs.137.5 million and the other package to DP Jayasinghe Piling Private Ltd respectively for Rs. 126 million.

    42.Reinsuring the National Natural Disaster Insurance Scheme 2018/2019 (DocumentNo.108)

    The cabinet of Ministers approved the proposal presented by Hon. Sagala Rathnayake, Minister of Youth Affairs, Project Management and Southern Development to reinsure the National Natural Disaster Insurance Scheme by international reinsurance companies.

    43.Presentation of the Gazette Notification under Value Added Tax Act for Parliamentary Approval ( Document No. 112)
    In accordance with the provisions of Value added tax Act No.14 of 2002, any regulation published as a Gazette Notification should be presented to the parliament for approval. Accordingly the cabinet of Ministers approved the Proposal presented byHon. Mangala Samaraweera, Minister of Finance and Mass Media to present the following Extraordinary Gazette Notifications to the parliament. Extraordinary Gazette Notification bearing No.2088/2 dated 10.09.2018, Extraordinary Gazette Notification bearing No.2088/25 dated 11.09.2018, Extraordinary Gazette Notification bearing 2089/13 dated 17.09.2018 and Extraordinary Gazette Notification bearing 2089/20 dated 18.09.2018.
