    1. Report presented by the committee of experts to make recommendations for restructuring SriLankan Airlines –Doc 05-

    The Cabinet of Ministers approved the proposal  presented by H.E. the President Maithreepala Siriesena to implement the recommendations  furnished by the committee of Experts immediately.

     

    1. Establishment of National Innovation Agency (NIA) – Doc 07-

    The Cabinet of Ministers approved the proposal  presented by H.E. the President Maithreepala Siriesena to establish National Innovation Agency under a parliamentary Act and to adapt 'Sri Lanka's Innovation and Entrepreneurship  Strategies (2018-2022)' as the guideline framework and plan of the National Innovation Agency.

    1. Revision of Wages board Ordinance - Doc 08

    The Cabinet of Ministers approved the proposal  presented by H.E. the President Maithreepala Siriesena on behalf of the Non Cabinet Minister of Labour and Trade Union Relations to gazette the bill prepare by the legal draftsman to amend  section 59 A of the Wages Board Ordinance and consequently present the same to the parliament.

     

    1. Memorandum of Understanding between Sri Lanka and Japan on Defense Cooperation – Doc10

    The Cabinet of Ministers approved the proposal  presented by H.E. the President Maithreepala Siriesena in his capacity as the Minister of Defense to enter in to a Memorandum of Understanding with Japan in order to develop the cooperation and exchanges in the defense sector.

    1. Project to upgrade railway efficiency - Doc 19

    The Cabinet of Ministers approved the proposal presented by Hon.  Mangala Samaraweera Minister of Finance and Mass Media to  conduct negotiation discussions with Asian Development Bank and enter in to an agreement to obtain financial assistance to implement a project to increase the efficiency of railway service.

     

    1. Upgrading Education, Health and Nutrition levels in Sri Lanka – Doc-20

    The Cabinet of Ministers approved the proposal presented by Hon.Prime Minister Ranil wickramasinghe in his capacity as the Minister of National Policies, Economic Affairs,  Resettlement, Rehabilitation and Northern Province Development and Mangala Samaraweera Hon. Minister of Finance  to enter in to Memorandums of Understanding to implement a 5 year program to increase the nutrition level of school children using USD 26 million grant by the Department of Agriculture USA.  

    1. MOU between the University of Colombo and Charted Institute of Management Accountants in United Kingdom –Doc 25

    The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning, Water Supply and Higher Education to enter into a Memorandum of Understanding between the University of Colombo and Charted Institute of Management Accountants to facilitate university students to follow CIMA courses, to increase the cooperation between University and Charted Institute of Management Accountants.

    1. Memorandum of Understanding with the government of Bahrain regarding Visa Exemptions for Diplomatic, Official or Service Passport Holders –Doc 30

    The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abeywardhana Minister of Internal and Home Affairs and Local Government and Provincial Councils to enter in to a Memorandum of Understanding with Bahrain Government for visa exemptions for diplomatic, official and service passport holders.

    1. Memorandum of Understanding with the government of Rwanda regarding Visa Exemptions for Diplomatic, Official or Service Passport Holders –Doc 31

    The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abeywardhana Minister of Internal and Home Affairs and Local Government and Provincial Councils to enter in to a Memorandum of Understanding with Rwanda Government for visa exemptions for diplomatic, official and service passport holders.

    1. Orders prepared under the Public Contract Act No. 03 of 1987

    The Cabinet of Ministers approved the proposal presented by Hon. Rishad Bathiudeen Minister of Industrial and Commerce, Resettlement of Protracted Displaced Persons, Co-operative Development and Vocational Training & Skills Development to present the orders published in the Extraordinary Gazette No 2055/18 dated 24.01.2018 for parliamentary approval.

    1. MOU to be setup between the Ministry of Plantation Industries and Foreign Affairs Office in Hainan Province in China – Doc No.36

    The Cabinet of Ministers approved the proposal presented by Hon.Naween Dissanayaka, Minister of Plantation Industries to enter in to a Memorandum of Understanding drafted on 'Tropical Agriculture Development and Cooperation for Value Addition of Plantation Crops' between Sri Lanka and Hainan Province , China.

    1. Suspension of issuing Recommendation Letter  by the National Film Corporation for Liquor Permits for Film Halls. Doc -37

    The Cabinet of Ministers considered the facts presented by Hon. Sajith Premadasa, Minister of Housing and Constructions regarding the suspension of issuance of recommendation letters for liquor Permits for Film Halls.

    1. Implementation of 'Urban Housing Scheme Horana' as a "Samata Sewana" Project –Doc 38

    The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa Minister of Housing Constructions and Cultural Affairs to implement this project as a 'Samata Sewana' Project, providing Material Donations worth Rs.150,000/- , and Rs. 600,000/-  loan under 6% interest to be refunded monthly within 15 years.

    1. Conservation and  Repairs of Pettah Dutch Museum Building –Doc 39

    The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa Minister of Housing Constructions and Cultural Affairs to implement conservations and repairs of Dutch Museum Building under Rs. 97.26 million investment.

     

    1. Facilitating the Field Officers in charge of the field of culture who engaged in field duties-Doc 40

    The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa Minister of Housing Constructions and Cultural Affairs to secure funds for facilitating these officials to enhance the quality of their service.

     

    1. Entering in to Bilateral Air Service Agreements with  Guyana and Portugal  Doc No 42,43

    The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranatunga, Minister of Transport and Civil Aviation to implement these agreements productively.

    1. Amending the Acts to present the Suspects / Accused persons personally to court only whenever necessary – Doc 44

    The Cabinet of Ministers approved the proposal presented by Hon. Thalatha Athukorala Minister of Justice and Prison Reforms to gazette the bill prepared to amend  Code of Criminal Procedure No 15 of 1979 to exempt presenting suspects/ accused persons personally  before the court under special circumstances.   

     

    1. Commencement of a new Trilingual Mix National School in Peradeniya area Kandy-Doc 46

    The Cabinet of Ministers approved the proposal presented by Hon. Akila Viraj Kariyawakam , Minister of Education to start a new Trilingual Mix National School in Peradeniya under Rs.1,141.46/- investment.

    1. Establishment of New Divisional Secretariats -Doc 52

    The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abeywardhana, Minister of Internal & Home affairs and Provincial Council & Local Governments to Upgrade  Hikkaduwa Divisional Secretariat as Hikkaduwa, Rathgama and Madampagama Divisional Secretariats,  Baddegama Divisional Secretariat as Baddegama and Wanduramba Divisional Secretariats and Balangoda Divisional Secretariat as Balangoda and Kalthota Divisional Secretariats.  And to establish new Divisional Secretariats Mathurata, Nildandahinna, Thalawakele, Kothmale West, Kothmale East and Norwood in Nuwara Eliya District and Omanthai Divisional Secretariat in Vavuniya District in accordance with the Delimitation Committee 2012 Recommendations.

    1. Widening Financial Loan Facilities under Enterprise Sri Lanka Program to develop Film Theaters -Doc 55

    The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of Housing, Constructions and Cultural Affairs to provide loan facilities under 'Enterprise Sri Lanka' National Program to motivate Film Theater owners to use new technology and  to improve their infrastructure facilities and to start new Film Theaters.

     

    1. Development of University Infrastructure Facilities -Doc 59

    The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem, Minister of City Planning , Water supply and Higher education to facilitate the implementation of 13 projects to improve infrastructure facilities in  Wayamba, Jaffna, Sri Jayawardhanapura, Peradeniya and Kelaniya universities under 2020-2023 Midterm Budget Framework.

    1. Purchasing Cardiac Stents  to treat Cardiac Patients –Doc 61

    The Cabinet of Ministers approved the proposal presented by Hon. Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to award the procurement of purchasing Cardiac Stents towards the suppliers selected by the Cabinet Appointed Standing Procurement committee for Rs.446.39 million.

    1. Purchasing 4,000,000 Antibiotic Injections for Bacterial Infections –Doc 62

    The Cabinet of Ministers approved the proposal presented by Hon. Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to award the procurement of purchasing Sefuroxime Sodium Injection BP 750mg  or Sefuroxime Sodium Injection USP 750mg  4,000,000 from M/s  Inject Care Parenterals  (Pvt )Ltd for Rs 197.89 million as recommended by the Procurement Appeal Board.

     

    1. Purchasing Retuximab Injection Vials used for treating Cancer patients. Doc- 63

     

    The Cabinet of Ministers approved the proposal presented by Hon. Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine to award the procurement of purchasing Retuximab Injection  100mg/10ml  vials 1750 and 500mg/50ml vials 2000 to  M/s Transfarma Dis Tecaret Anonim Sirketi upon the recommendation of Procurement Appeal Committee.

     

    1. Purchasing High back Seat Buses for Sri Lanka Transport Board –Doc 69

    The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranathunga, Minister of Transport and Civil Aviation to purchase 272 busses consist of 50 high back seats from Ashok Laylend Public Company for Rs.3,264 million under 5 year leasing basis.

     

     

    1. Purchasing Luxury Buses for Sri Lanka Transport Board –Doc 70

    The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranathunga, Minister of Transport and Civil Aviation to purchase 53 luxury busses consist of 33 seats from Ashok Laylend Public Company for Rs.444  million under 5 year leasing basis.

    1. Purchasing 02 sets of Air Conditioned Diesel Multiple Unit to be used in Northern Railway Line –Doc 71

    The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranathunga, Minister of Transport and Civil Aviation to purchase two sets of S 13 Diesel Multiple Units to be used in northern line from M/s Rites Ltd, in addition to the previous agreement. And to use the air conditioned Diesel Multiple Unit which is presently performing in Northern line, in the Upcountry Railway Line.

    1. Construction of an Air Cargo Terminal for Bandaranayake International Airport -Doc 72

    The Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranathunga, Minister of Transport and Civil Aviation to commence procurements to build a additional Air Cargo Terminal at Bandaranayaka International Airport.

     

    1. 'Relief package' to strengthen tourism industry affected by Easter attacks –Doc 79 and 81

    The Cabinet of Ministers approved the proposal presented by Hon. Eran Wickramarathne, Acting Minister of Finance, to provide a concessionary period for loans taken by those engaged in tourism industry, provide them Capital Loan facilities under 'Enterprise Sri Lanka' program, reduction of VAT and  provide concessions for security equipments, reduction of  VAT up to 5% with respect to Registered Hotels and Tourist Agents, from 1st April 2019 to 31st March 2020.
