    1. Implementation of projects related to the prevention of kidney diseases using the funds of the National Kidney Fund. Doc – 11

    The Cabinet of Ministers approved the proposal presented by H.E. the President MaithreepalaSirisena toimplement a program by Teaching Hospital Kandy to investigate on the root cause for Chronic Kidney Disease. to Establish an Information Research Center on Kidney Disease by the University of Kelaniyaunder the supervision of Kidney Decease Prevention Task Force, and toimplement a program through BandaranayakeMemoraial Indigenous  Medical Research Institute to use and promote local treatments for kidney disease.  

    1. Strategic Internet of Things” National Strategic Plan for 2019-2022 Doc 12

    H.E. the President MaithreepalaSirisena presented the enhanced National Strategic Plan "Internet of Things" for 2019-2022 to the Cabinet of Ministers upon the request of Non Cabinet Minister of Digital infrastructure and Information Technology.

    1. New Legislation on Occupational Safety, Employee Health and Welfare Doc  14

    The Cabinet of Ministers approved the proposal presented by H.E. the president Maithreepala Sirisena upon the request of Non Cabinet Minister of Labour and Trade Union to refer  the legislation drafted on Occupational Safety, Employee Health and Welfare to the Legal Draftsman for drafting  the bill.

    1. Revising National Dangerous Drugs Control Board Act(No11 of 1984)    Doc 16

    The Cabinet of Ministers approved the proposal presented by H.E. the President Maithreepala Sirisena, in his capacity as the Minister of Defense to amend the National Dangerous Drugs Control Board Act (No11 of 1984)  Including provisions to legally strengthen the Board

    1. Enforcement of Police Officers to Combat Illegal Liquor Doc 21

    The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance to  present the bill drafted for  revising Excise Ordinance  to empower Police Officers to combat illeagal Liquor.

    1. Signing of a Loan Agreement with the Hungarian Exim Bank for the Construction of Flyovers at Kohuwala and Getambe - Doc 28

    The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera , Minister of Finance to  sign a loan agreement to obtain a concessionary loan of Euro 52 million from Hungarian  Exim Export-Import Bank for these projects.

    1. US $ 50,000 donation to rebuild a Cuban village that was damaged by the hurricane Doc -31

    The cabinet of Ministers approved the proposal presented by Hon. Thilak Marapana, Minister of Foreign Affairs to grant US $ 5,000 for the reconstruction of a village near Regla in Havana which was severely damaged by the January hurricane, celebrating the 60th anniversary of the establishment of diplomatic relations between the two countries and as a symbol of further consolidation.

    1. Memorandum of Understanding between Lakshaman Kadiragamar Institute of International Relations and Strategic Interests and Cuban Government's Raul Rova Gasia institute of on International Relations Doc – 33

    The Cabinet of Ministers approved the proposal presented by Hon. Thilak marapana, Minister of foreign Affairs  to enter in to a Memorandum of Understanding with Cuban Governments Raul Roa Garcia, higher institute  of International Relations on  expanding  academic scholarly cooperation.

    1. Construction of Professorial Unit at the teaching hospital Rathnapura Doc -34

    Tathnapura Hospital is upgraded as a teaching Hospital in 2018.   The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne Minister of Health, Nutrition and Indigenous Medicine to construct proposed Professorial Unit as a 6 storied building,  using  Rs. 4,324.22 million investment  Doc 34.

    1. Constructions of OPD, Operation Theater and Wards Complex  at National Eye Hospital  Doc 35

    The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne Minister of Health, Nutrition and Indigenous Medicine to  build 14 storied building with Rs.4.565 million investment under 2016-2025 National Strategic Plan for health.

    1. Project to develop Base Hospital Deniyaya Doc 36

    Base Hospital Deniyaya is planned to be developed as a hospital that consists of 600 beds and modern facilities. The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne Minister of Health, Nutrition and Indigenous Medicine to acquire lands and provided other facilities required for the establishment of the proposed new Base Hospital on a 33 acre land that has been agreed to release to the government by Thalawakele Plantation company.

    1. Memorandum of Understanding Between Sri Lanka and Republic of El Salvador to exempt diplomatic and official passport holders from obtaining visas Doc 42

    The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abewardhana, Minister of Internal , Home Affairs  and Provincial Council & Local Government to enter in to a Memorandum of Understanding between Sri Lanka and El Salvador to exempt diplomatic and official passport holders from visa requirement allow such citizens to stay for 30 days.

    1. Construction of a Public Service Indoor Stadium for the Divisional Secretariat Kuliyapitiya Doc - 43

    The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abewardhana, Minister of Internal , Home Affairs  and Provincial Council & Local Government to secure funds to secure funds to develop Public Service Sports Complex Meegahakotuwa as a  Fully Fledged Sports Complex.

    1. Implementation of the Project " Cleaning of the Beira Lake by clearing and washing silt " Doc 48

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to implement a project designed for Siltation of Beira Lake, Rehabilitation of sluices, Water quality monitoring and prevention of solid waste & contamination of Beira Lake. The project will be implemented with a total investment of Rs. 800 million.

    1. Construction of District Sports Complex and Indoor Stadium Monaragala  Doc 55

    The Cabinet of Ministers approved the proposal presented by Hon. Ranjith Madduma Bandara Minister of Public Administration,  Disaster Management and Rural Economic Affairs and Hareen Fernando Minister of Telecommunication, Foreign Employment and Sports to secure funds for the construction of above District Sports Complex and Indoor Stadium in 10 Acre Land acquired from Kumarawatta Estate Monaragala.

    1. Introducing a new Act in place of Assistance to and protection of Victims of Crime and Witnesses Act  Doc 61

    The Cabinet of Ministers approved the proposal presented by Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to repeal the Assistance to and protection of Victims of Crime and Witnesses  Act No 4 of 2015 and to present a new bill to the parliament Including provisions for adherence to international norms and practices.

    1. Providing computer tablet for Advanced Level Teachers  Doc 63

    The Cabinet of Ministers approved the proposal presented by Hon. Akila Wiraj Kariyawasam Minister of Education to provide a Computer Tablet 2019 Grade 12 A/L students and respective subject teachers.

    1. Revising National Institute of Language Education and Training Act No 26 of 2007 Doc 64

    The Institute of National Institute of Language Education and Training has been established by the National Institute of Language Education and Training    Act No 26 of 2007.  The Cabinet of Ministers approved the proposal presented by Hon. Mano Ganeshan, Minister of National Integration, Official Languages , Social Progress and Hindu Religious affairs to revise the National Institute of Language Education and Training   Act No 26 of 2007  To implement the objectives of establishing the organization in a more comprehensive manner in keeping with the present situation.

    1. Sri Lanka participation at Expo 2020 Dubai Doc 65

    The Cabinet of Ministers approved the proposal presented by Hon. Malik Samarawickrama, Minister of Development Strategies and International trade to secure funds and to provide other facilities for the participation of this exhibition.

    1. Contract for providing catering Sri Lankan Air lines from  London Heathrow       Doc 69

    The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of Finance to award this contract  to Newrest  Catering Services for £4.5 million.

    1. Providing Aviation Fuel for Sri Lankan Airlines at Damam Airport Soudi Arabia.  Doc 69

    The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera, Minister of finance to award this contract for a period of 1 July to 31 December 2019 to M/s Modern Consortium for Refueling Aircraft Co. Ltd for USD 2.0 million.

    1. Essential Repairs of the Second Generator of Sapugaskanda Power Station Doc 71

    The Cabinet of Ministers approved the proposal presented by Hon. Ravi Karunanayake, Minister of Power Energy and  Business Development to award this contract to its original Manufacturer, MAN Energy Solution in France for Euro 1.8 million.

    1. Continuing the City Development Program  "Sukitha Purawara" and appointing consultancy services for new projects

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolise and Western Development to facilitate the continuation of the following projects commenced in the year 2017.

     Constructions of Commercial Complex Mahara, Designing and constructing infrastructure facilities in Hatton Railway Station,  Improvement of Manamendra Road Avissawella, Construction of proposed building at Sumanakeerthi Piriwena,  Construction of Proposed building at Meewithigammana Nalikaramaya,  Construction of Underground Wiring at Saman Devalaya Rathnapura Sabaragamuwa, Kawanthissa wewa Urban Park Embilipitiya, Construction of Public Market Kalutara, Sanitary Facilities for Anuradhapura Sacred City, Development of Mulathivu Infrastructure, Construction of Kubichchamkulama Wewa Recreation Area , Development of Kottawa Thalagala Road, Kirimandala Mawtha Development.

    1. Accreditation and Improvement of Non-Government Higher Education Institutions Doc  79

    The Cabinet of Ministers approved the combined proposal presented by Hon.Ranil Wickramaisnghe Minister of National Policies, Economic Affairs, Resettlement & Rehabilitation, Northern Province Development and Youth Affairs and Hon. Mangala Samaraweera, Minister of Finance to financially  assist Non Government Higher Educational Institutions,  accredited under the Enterprise Sri Lanka program,  using the remaining of the project Accelerating Higher Education Expansion and Development (AHEAD)

    1.  83 Km Road Development in Eastern Province  Doc 84

    The Cabinet of Ministers approved the proposal presented by Hon.Kabeer Hasheem Minister of Highways, Road Development and Petroleum Resources Development to award contract as follows. Ampara District package 01 and 02 to <M/s NEM Construction Company , Package 3 to joint venture of M/s AMSK-CHEC, Package 4 to Maga ENgineerign Pvt .Ltd , Package 5 to Nawaloka Constructions Pvt Ltd.   Batticaloa District Package 01 and 02 to joint venture of Chongqing International Corporation (China) and  Sun Constructions, package 03 to Nawaloka Constructions Pvt Ltd.,  Trincomalee District  package 01 and 03 to Edward and Christie Institution and Package 02 to Maga Engineering Pvt Ltd.

    1. Enter into a long term contract to import diesel and petrol over the next eight months  Doc 85

     The Cabinet of Ministers approved the proposal presented by Hon.Kabeer Hasheem Minister of Highways, Road Development and Petroleum Resources Development to award the  contract to M/s Vitol Asia Pvt Ltd that required for the next eight months from 15.07.2019 to 14.03.2020 as follows. Importing   420,000 barrels  of Diesel (maximum sulfur ratio 0.001),  1,040,000 barrels of  Diesel (Maximum Sulfur ratio 0.05)  and ,084000 barrels  of Petrol (92UNL)

    1. Attire for Public Officers  Doc  86

       According to the powers vested in the Secretary to the Ministry of Public Administration a circular on public officers' dress has been issued on the 29.05.2019. It is proposed to revise considering the various representations made to the Minister. Accordingly the cabinet of Ministers approved the proposal presented by Hon.Ranjith Maddumabandara, Minister of Public Administration, Disaster Management and Rural Economic Affairs to issue circular instructions such as, the male officers should wear trousers and shirts or national attire when entering the office during office hours. Female officers should wear a Saree, Osari or Proper dress to protect the dignity of the public service, the face of the officer should always be exposed,  it should be a dress that does not obstruct the provisions relating to public safety.
