Decisions taken by the Cabinet at its Meeting held on 2014-10-09

(01) Proposed Lotus Mall and Recreational Complex along with the Lotus Tower - the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) is constructing the Colombo Lotus Tower (CLT) which is a 350 m high multifunctional tower and an entertainment centre at D.R. Wijewardena Mawatha, çolombo 10. It is also expected to develop the land adjoining CLT as a suitable pleasure garden by constructing necessary infrastructure facilities including a parking complex. The structural work of the Tower is expected to be completed by June 2015. On a proposal made by H.E. the President, the Cabinet approval was granted to acquire an additional extent of land from the adjoining land for the above purpose and to proceed with the related activities.


(02)Establishment of a Special Bureau for Reconciliation to facilitate the Implementatin of Recommendations of the Commission of Inquiry on Lessons Learnt & Reconciliation - - a Committee headed by the Secretary to the President is engaged in monitoring the implementation of 144 recommendations of the Lessons Learnt and Reconciliation Commission (LLRC) contained in the National Plan of Action, out of which, 45 are deemed to be completed, 89 are ongoing and 10 are in the early stage of implementation. The proposal made by H.E. the President, to establish a Special Bureau for Reconciliation to function under the Secretary to the President and to carry out tasks entrusted to it for the purpose of facilitating the Committee’s work in monitoring the implementation of the LLRC recommendations, was approved by the Cabinet.


(03) Vesting of State Land for Anuradhapura Town Centre Redevelopment Project - - the residential population within the Anuradhapura Municipal Council Area is about 51,000 and with the increase in pilgrim arrivals to Anuradhapura due to the peaceful environment in the country, the day time population is around 100,000. The Urban Development Authority is closely regulating the development activities while improving the pubic facilities in the sacred area to maintain a planned development in the town area based on a development plan prepared by the Authority. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to vest the state land in extent of 228.9 perches situated at 1st Lane, Maithripala Senanayake Mawatha, Anuradhapura, with the UDA, for redevelopment activities, was approved by the Cabinet.

 

 

(04) Vesting of Land for Naula Town Development Project - - with the increasing demand for agriculture, transportation, tourism, commercial and other urban development activities in the Matale District, the Urban Development Authority has identified Naula Town in the said District to be developed as a planned city under the Regional Township Development Project. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to vest the identified land in extent of 6.7884 hectares for the Naula Town Development Project, was approved by the Cabinet.


(05) Establishment of Southern Campus of the General Sir John Kotelawala Defence University -- with the intention of providing educational opportunities for the civil students in the Southern, Central and Eastern Provinces and for foreign students, it is proposed to establish the Southern Campus of the General Sir John Kotelawala Defence University at Sooriyawewa by further extending the services of the University. The Southern Campus of the University is planned to be constructed in three stages within a period of five years from 2014. The proposal made by HE. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the related activities, was approved by the Cabinet.


(06) Financial Regulations – 2015 - -as announced in the Budget Speech 2013, the General Treasury undertook to proceed with the activities relating to further revising the Financial Regulations in an endeavour to make such Regulations simpler to follow and more relevant to the present day needs of the Country. These Regulations set out principles, the broad framework and the basic rules associated with Public Financial Management connected to areas including planning, budgeting, execution, monitoring, accounting, auditing and reporting, to promote best practices and accountability in Public Financial Management. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to conduct an extensive awareness programme on the provisions contained therein through ‘Miloda’ Academy of Financial Studies, the training arm of the Ministry of Finance and Planning, on the basis that it will become operative in 2015 from a date to be approved by the Cabinet of Ministers, and to proceed with the related activities, was approved by the Cabinet.

 

(07) Implementation of Priority Water Supply Projects with Funding secured from Local Banks - - Implementation of Avissawella and Kosgama Integrated Water Supply Scheme and Galagedara and Mawathagama Water Supply Scheme --   the proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the work relating to loan arrangements with domestic banks for the implementation of the above Water Supply Projects by the National Water Supply and Drainage Board and completed in 2016, was approved by the Cabinet.

 

(08) Mount Clifford Housing Scheme, Homagama and Werallawatta Housing Scheme, Yakkala (Ceylon State Hardware Corporation Land) proposed to be constructed under the Jana Sevana National Housing and Settlement Development Programme -- the proposal made by Hon. Wimal Weerawansa, Minister of Construction, Engineering Services, Housing and Common Amenities, to award the contract for the investment, design and construction of Mount Clifford Housing Scheme, Homagama consisting of 924 housing units and Werallawatta Housing Scheme, Yakkala consisting of 591 housing units for a contract sum of Rs.2659.2 million and Rs.1775.2 million respectively and to carry out all marketing activities of the said projects by the National Housing Development Authority, was approved by the Cabinet.

 

(09) Establishment of a Fully Equipped Modern ICT Classroom as a Donation from the Ministry of Education of the Republic of Korea -- subsequent to the visit of H.E. the President and the Minister of Education Hon. Bandula Gunawardena, to South Korea, the Minister of Education of the Republic of Korea has consented to provide a fully equipped modern ICT Classroom to the Mahinda Rajapaksa College, Pitipana, Homagama, as a donation from the Republic of Korea. The proposal made by Hon. Bandula Gunawardena, Minister of Education, to proceed with the related activities, was approved by the Cabinet.

 

(10) Allocation of two plots of land to the Head Office Complex of the Institute of Chartered Accountants of Sri Lanka - considering the services rendered to the Accountancy Profession and in the field of Finance by the Institute of Chartered Accountants of Sri Lanka, the joint proposal made by Hon. Janaka Bandara Tennakoon, Minister of Lands and Land Development; and Hon. Johnston Fernando, Minister of Co-operatives and Intemal Trade, to allocate the two blocks of land at Malalasekara Mawatha, Colombo 07, developed and occupied by the Institute on a long term lease basis, as a free grant, was approved by the Cabinet.

 

(11) Hosting 49th Session of the UN affiliated International Sugar Organization to be held in Colombo in mid - 2016 - the proposal made by Hon. Lakshman Seneviratne, Minister of Sugar Industry Development, to host the 49th Session of the International Sugar Organization which is affiliated to the United Nations with a membership of 88 countries, in mid 2016, in Colombo, was approved by the Cabinet.


(12) Tender for Design and Construction of Housing Project for Government Employees at Borella - the proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to award the tender for the design and construction of 608 housing units at a total cost of Rs.4,499,200,000.00 to the lowest evaluated substantially responsive bidder, as recommended by Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

(13) International Development Association funded Climate Resilience Improvement Project (CRIP) - Award of contract for the consulting services for Investigation, Design and Construction Supervision for Implementing Landslide Rectification Measures for selected Roads to National Building Research Organization through Direct Contracting Procedure -the Government of Sri Lanka has received a loan from the International Development Association (IDA) towards the cost of Climate Resilience improvement Project and US$29 million has been allocated for slope stabilization investments. The selected consultant is expected to investigate and design slope stabilization along the following roads selected under the Transport Continuity Sub Programme:


* Kandy - Mahiyangana Road (A 026)
* Peradeniya-Badulla-Chenkaladi Road (A 005)
* Colombo-Ratnapura-Wellawaya-Batticoloa Road (A 004)
* Kegalle-Bulathkohupitiya-Karawanella Road (A 021)
* Avissawella-Hatton-Nuwara Eliya Road (A 007)

The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to proceed with the related activities, was approved by the Cabinet.

 

(14)Colombo National Highways Project funded by the OPEC fund for International Development (OFID) -- Award of Contract for the Improvement of approach road to Jayewardenepura Hospital, Dematagoda-Wellampitiya Road, Kolonnawa-Yakbedde Road, Welikada-Kohilawatta Road, Centre Road - The Government of Sri Lanka has received a loan of US$50 million from the OPEC Fund for International Development (OFID) towards the cost of Colombo National Highways Project for upgrading 66 km of key highways and for the reconstruction of Narahenpita-Nugegoda Bridge. The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to award the above contract to the lowest evaluated substantially responsive bidder, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.


15) Asian Development Bank funded Southern Road Connectivity Project - Rehabilitation / Improvements to Moratuwa - Piliyandala Road from 2.62 km to 5.12 km and Ratmalana - Mirihana Road from 5.70 km to 7.84 km including 5 years of performance based maintenance - the proposal made by H.E.the President, in his capacity as the Minister of Highways, Ports and Shipping, to award the above contract to the lowest evaluated substantially responsive bidder, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

(16)Design and Construction of an Elevated Highway from Peliyagoda to Colombo Fort -- Sign a Memorandum of Understanding and to obtain detailed proposals from HASS Joint Venture, Australia- - the Road Development Authority intends to ease the traffic congestion at Peliyagoda and within the Colombo city by constructing a new bridge over the Kelani river and an elevated highway from Peliyagoda to Colombo Fort. The project for the construction of the new bridge and its approaches has been formulated separately and is being financed by the Japan International Co-operation Agency (JICA) and feasibility study and the preliminary designs for the elevated highway have already been completed with financial assistance from the Asian Development Bank (ADB). The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to proceed with the preliminary work pertaining to the construction of the elevated highway to connect Peliyagoda and Colombo Fort, was approved by the Cabinet.

 

(17) Development of the Divisional Level Hospitals in Polonnaruwa District - the proposal made by Hon. Maithripala Sirisena, Minister of Health, to award the contracts for the improvement of facilities in Base Hospitals in Bakamuna, Aralaganwila, Welikanda, Hingurakgoda and Medirigiriya in the Polonnaruwa District, to the Central Engineering Consultancy Bureau (CECB), at a total cost of Rs.463,365,050.40, was approved by the Cabinet.


(18)Construction of Doctors Quarters for the National Hospital of Sri Lanka at the premises of the Base Hospital, Mulleriyawa - based on the proposal made by Hon. Maithripala Sirisena, Minister of Health, for the construction of quarters for the Doctors of the National Hospital of Sri Lanka at the premises of the Base Hospital, Mulleriyawa, Cabinet approval was granted for the construction of a multi-storied housing complex at the said premises.


(19) Relocating the Colombo Milk Factory of MILCO (Pvt) Ltd. at Badalgama - considering the conditions prevailing in and around the city of Colombo, the proposal made by Hon. Arumugan Thondaman, Minister of Livestock and Rural Community Development, to relocate the Milco Factory at Narahenpita, at an identified location at Badalgama and to proceed with the related activities as recommended by the Cabinet Appointed Negotiating Committee (CANC), was approved by the Cabinet.

 

(20) Implementation of Priority Water Supply Projects with funding secured from Local Banks - Award of contract for Uragasmanhandiya, Gonapinuwala, Dikkumbura and Weligama Water Supply Projects - the proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to award the above contract as recommended by the Standing Cabinet Appointed Procurement Conimittee (SCAPC), was approved by the Cabinet.


(21) Waste Water Disposal Infrastructure for Chilaw Town, Puttalam Town and Waste Water Disposal System for Maharagama, Boralesgamuwa Areas - the proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to proceed with the work relating to the award of contract for the above as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

(22) ADB Assisted Greater Colombo Water and Waste Water Management Improvement Investment Programme - Project 1 - Contract for System Rehabilitation for Non-Revenue Water reduction in North of the Colombo City -- the proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to award the above contract to the lowest evaluated substantially responsive bidder as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

(23)The Implementation of Melsiripura Water Supply Project with funding secured from local Banks - the above water supply project intends to supply safe drinking water by March 2015 to 40,189 people living in the Melsiripura area. The project is to be implemented at a total cost of Rs.2460 million with financial assistance from domestic banks. The proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to invite technical and financial propsa1s for the purpose and to appoint a Project Committee (PC) to assist the Standing Cabinet Appointed Procurement Committee (SCAPC) in the evaluation process, was approved by the Cabinet.

 

(24) Construction of John de Silva Memorial Theatre - the proposal made by Hon. T.B. Ekanayake, Minister of Culture and the Arts, for the construction of the John de Silva Memorial Theatre as a fully fledged performing theatre with modem facilities and to award the contract for the above to the lowest responsive bidder, as recommended by the Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

(25) Construction of Sabaragamuwa Provincial Sports Complex - the proposal made by Hon. Mahindananda Aluthgamage, Minister of Sports, to award the contract for the construction of the proposed Sabaragamuwa Province Sports Complex to the Central Engineering Consultancy Bureau (CECB), was approved by the Cabinet.

 

(26) Establishment of a Government owned Consultancy Institution to support Infrastructure Development Projects - over the last ten years local professionals, Engineers in particular, have gained immense experience and in depth knowledge in design and construction supervision pertaining to the construction works of roads, water supply schemes, power supply etc., by involving in mega infrastructure development projects launched by the Government. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to establish a Government owned Consultancy Company under the Companies Act and to proceed with the related activities, was approved by the Cabinet.

 

(27) Financing for Ampara Water Supply Scheme - Phase III - Cabinet approval has already been granted to obtain a loan of US$105,109,000 from Australian Institution for the implementation of Ampara Water Supply Scheme - Phase III. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to enhance the loan amount by US$7,538,854 due to identified additional works of the project and to proceed with the related activities, was approved by the Cabinet.

 

(28) Construction of a Building Complex for the establishment of an International Relations Centre in the Eastern Province - the Government has observed the need to implement various administrative and social relations programmes to consolidate social integration and reconciliation of the community in the Eastern Province. It is proposed to establish an active operational centre named “International Relations Centre in the Eastern Province”, in Panama, Lahugala, aimed at creating a conducive administrative and social background centred around the Eastern Province for the people in the region, similar to the operational centre presently functioning in the Northern Province. This complex is also intended to provide lodging facilities for visiting Heads of State and VVIPS as well as facilities for the conduct of discussions and seminars at international level. The proposal made by H.E. the President, to proceed with the relevant activities, was approved by the Cabinet.

 

(29)Construction of the portion of the Northern Expressway from Enderamulla to Galewela and the portion of the link Expressway from Pothuhera to Galagedara - the Government has given high priority for the construction of the portion of the Link Expressway from Pothuhera to Galagedara. The above mentioned portion of the Expressway will connect major commercial cities viz., Gampaha, Veyangoda, Mirigama, Kurunegala, Rideegama, Melsiripura and Galewela and the above mentioned portion of Link Expressway will connect major commercial cities viz., Rambukkana and Galagedara. On the Northern Expressway portion, interchanges will be constructed at Enderamulla (System Interchange), Gampaha, Veyangoda, Mirigama, Nakalagamuwa, Dambokka, Kurunegala, Ridigama, Melsiripura, Galewala, Pothuhera (System Interchange). On the Link Expressway interchanges will be constructed at Rambukkana and Galagedara. System Interchange provides connectivity only among expressway. The feasibility studies and preliminary designs have been already completed and the proposed expressway corridors for the above mentioned sections have been already identified. Environmental Impact Assessment and land acquisition activities are i progress. The above mentioned sections of the expressway have been divided into eight (08) individual contract packages for implementation of construction as per details given below:
