The National Election Commission points out that spending excessive public money on various propaganda campaigns on projects or other developments and to promote the image of politicians, will be treated as a misuse of public funds. This was highlighted in a letter signed by the Chairman of the Commission, Mahinda Deshapriya, to all Secretaries, Heads of State Institutions and the Chairmen of Statutory Boards.

The Chairman of the Elections Commission pointed out that existence of a conducive and healthy environment at any time in the period immediately preceding the election announcement is essential for a free and fair election.
The letter stated that it would be detrimental to a good electoral process if public money is used through media or other avenues to distort, change or influence the public opinion on the elections.
