No irregularities in the coal tender procedure

    August 07, 2015

The Ministry of Power and Energy has emphasized that there is no room for irregularities in the tender procedure for supplying coal to the Lak Vijaya Coal Power Plant in Puttalam. The Ministry asserted that it is being carried out on a legal basis.

The Ministry of Power and Energy issuing statement said that the Ceylon Electricity Board has informed the Lanka Coal Company the quantity needed for the generation of power at the Puttalam Lak Vijaya Coal Power Plant. Accordingly the Coal Company sought Ministry recommendations for the purchase of coal. Thereby action was initiated to purchase coal adhering to the accepted tender procedures since 2008 after the receipt of the recommendations concerned. These activities took place after the technical and commercial evaluations.

The Technical Evaluation Committee is being appointed by the State Monetary Department coming under the purview of the Treasury and based on the Ministry recommendations.

The Ministry statement said relevant parties that submit tenders which do not meet necessary requirements are being informed in writing and an opportunity is being given to make submissions to the Appeals Board. The tender is being finally awarded after taking all these facts into consideration. The Coal Power tender is subject to the Procurement Board.
